About the Program
It consists of seven courses, seminar, proficiency exam, thesis proposal and dissertation study. (240 ECTS total) The normal duration of this program is 8 semesters and the maximum duration is 12 semesters.
a.In order for a student who is enrolled in a doctoral program to graduate, at least one of the following conditions must be fulfilled.
- Two papers presented at national or international scientific meetings,
- An article published in a peer-reviewed/ indexed journal, accepted for publication, or received a DOI number,
- Two papers presented at Social / Science symposiums organized by IZU.

Objectives
- The aim of the program is to train experts in public law who can continuously improve themselves, follow national and international current events, and have the ability to synthesize with their theoretical and practical knowledge.
- The main goal of the program is to give its graduates the ability to evaluate current Public Law problems and to train "Expert Public Lawyers".

- Defends his original views and establishes an effective communication that shows his competence in the field of public law and private law with experts in the fields and sub-disciplines.

Admission Requirements
-To be a graduate of the Faculty of Law and a master's degree in Private Law or Public Law with thesis,
-Get at least 60 points from ALES (EA-point type),
-To get a score of at least 60 from YDS or YÖKDİL or an equivalent score from foreign language exams accepted as equivalent by ÖSYM,
-The courses of this program are given at Istanbul Sabahattin Zaim University Halkalı campus.
Graduation Requirements
It consists of seven twenty-one-hour courses, a seminar, proficiency exam, thesis proposal and thesis work. (Total 240 ECTS and 3.00 and above) The normal duration of completing this program is 8 semesters and the maximum duration is 12 semesters.
Students enrolled in doctoral programs must fulfill at least one of the following conditions before the thesis defense exam in order to graduate.
1.Two papers presented at national or international scientific meetings,
2. An article published in a refereed / indexed journal, accepted for publication or with a DOI number,
3. Two papers presented at the symposiums organized by IZU in the fields of Social / Science.
The publication should be about the subject of the student's thesis or a subject related to the department.
In publications, the approval of the thesis supervisor must be obtained.
Publications must have the name of Istanbul Sabahattin Zaim University.
On the condition of successfully completing the courses and seminars, having a weighted grade point average of 3.0 and above and being successful in the thesis exam; The student who submits at least two copies of the bound thesis to the institute within one month at the latest from the date of entrance to the thesis exam and whose thesis is found appropriate in terms of form is entitled to receive a doctoral diploma.
Recognition of Prior Learning
Students who have completed at least one semester in a graduate program at the university or another higher education institution can be admitted to the graduate programs of the University through undergraduate transfer within the framework of the relevant legislation and the principles determined by the institute board of directors.
The principles regarding the transition between thesis and non-thesis graduate programs are determined by the institute board of directors.
