AND GLOBAL RELATIONS APPLICATION AND RESEARCH
CENTER REGULATION

PART ONE
Introductory Provisions

Purpose
ARTICLE 1-(1) The purpose of this Regulation is to set out the procedures and principles concerning the aims, fields of activity, governing bodies, the duties of the governing bodies and the working procedures of the Istanbul Sabahattin Zaim University Islamic World and Global Relations Application and Research Center.

Scope
ARTICLE 2-(1) This Regulation covers the provisions concerning the aims, fields of activity, governing bodies, the duties of the governing bodies and the working procedures of the Istanbul Sabahattin Zaim University Islamic World and Global Relations Application and Research Center.

Legal Basis
ARTICLE 3-(1) This Regulation has been prepared on the basis of sub-paragraph (2) of paragraph (d) of the first paragraph of Article 7 and Article 14 of Higher Education Law No. 2547 dated 4/11/1981.

Definitions
ARTICLE 4-(1) In this Regulation;

a) Advisory Board: The Center's Advisory Board,
b) Center: refers to the Istanbul Sabahattin Zaim University Islamic World and Global Relations Application and Research Center,
c) Director: The Director of the Center,
ç) Rector: The Rector of Istanbul Sabahattin Zaim University,
d) University: Istanbul Sabahattin Zaim University,
e) Executive Board: The Executive Board of the Center,

shall mean.

PART TWO
Objectives and Fields of Activity of the Center

Objectives of the Center
ARTICLE 5-(1) The aims of the Center are as follows:

a) To carry out current research analyses, put forward proposals and expand the existing research structure.
b) To contribute to the growth of knowledge on these subjects by informing academics, researchers, experts and the public within the scope of the Center's fields of activity.
c) To cooperate with public and private sector institutions and organisations.
ç) To facilitate interaction and the exchange of ideas by organising conferences, symposia and events.

Fields of activity of the Center
ARTICLE 6-(1) The fields of activity of the Center are as follows:

a) To publish books and journals in line with the aims of the Center.
b) To organise courses, seminars and conferences at national and international level, to plan in-service training programmes and certificate programmes within the framework of the relevant legislation, and to coordinate these activities.

PART THREE
Governing Bodies of the Center and Their Duties

Governing bodies of the Center
ARTICLE 7-(1) The governing bodies of the Center are as follows:

a) The Director.
b) The Executive Board.
c) Advisory Board.

Director and duties
ARTICLE 8-(1) The Director is appointed by the Rector for a term of three years from among the University's faculty members who work in fields related to the Center's field of activity. A Director whose term of office has expired may be reappointed in the same manner.

(2) The Director submits for the Rector's approval the appointment of one person from among the University's academic staff as deputy director to assist in their work. When the Director is absent, the deputy acts on their behalf. If the deputising period exceeds six months, a new Director is appointed. When the Director's term of office ends, the term of office of the deputy also ends automatically.

(3) The duties of the Director are as follows:

a) To conduct the administrative affairs of the Center and to represent the Center.

b) To draw up the Center's work plan and ensure that activities are carried out and developed in an orderly manner.

c) To convene the Executive Board and the Advisory Board, prepare the agenda for these meetings and chair them.

ç) To submit the Center's annual activity report to the Rector after obtaining the opinion of the Executive Board.

The Executive Board and its duties
ARTICLE 9-(1) The Executive Board consists of a total of seven members: the Director and six faculty members appointed by the Rector for three years, upon the Director's proposal, from among the University's faculty members who work in the Center's fields of activity. A member whose term of office has expired may be reappointed. A new member is appointed in the same manner to complete the remaining term of a member who leaves office.

(2) The Executive Board convenes at least twice a year with an absolute majority upon the call of the Director, and decisions are taken by majority vote. In the event of a tie, the majority is deemed to have been achieved in the direction of the Director's vote.

(3) The duties of the Board of Directors are as follows:

a) To take decisions concerning the activities and management of the Center.

b) To determine the Center's budget allocation and its need for academic, administrative and technical staff in line with the Director's proposals.

c) To establish the principles governing the preparation of the annual activity report to be drawn up by the Director at the end of the activity period, and to evaluate the submitted annual activity report and the work programme for the following year.

The Advisory Board and its duties
ARTICLE 10-(1) The Advisory Board consists of a total of nine members: the Director and up to eight members appointed by the Rector for three years from among the University's academic staff working in line with the Center's fields of activity and, if they so wish, representatives of public and private sector institutions and organisations. Members whose terms of office have expired may be reappointed.

(2) The Advisory Board convenes once a year upon the call of the Director. In addition, the Director may convene the Advisory Board whenever deemed necessary.

(3) The duty of the Advisory Board is to propose new areas of work to the Center and to put forward suggestions for resolving problems relating to ongoing activities.

PART FOUR
Miscellaneous and Final Provisions

Personnel requirements
ARTICLE 11-(1) The Center's need for academic, technical and administrative staff is met by personnel to be assigned by the Rector pursuant to Article 13 of Law No. 2547.

Equipment and fixtures
ARTICLE 12-(1) All kinds of instruments, equipment and fixtures purchased for the Center's activities are allocated for the use of the Center.

Authorizing officer
ARTICLE 13-(1) The spending authority of the Center is the Rector.

Cases not provided for in this Regulation
ARTICLE 14-(1) In cases not covered by this Regulation, the provisions of Law No. 2547 and other relevant legislation shall apply.

Entry into force
ARTICLE 15-(1) This Regulation enters into force on the date of its publication.

Execution
ARTICLE 16-(1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
