EDUCATION RESEARCH AND APPLICATION CENTRE FOR GIFTED CHILDREN REGULATION

PART ONE

Purpose, Scope, Basis and Definitions

Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to set out the procedures and principles concerning the objective, fields of activity, governing bodies and the duties of the governing bodies of the Istanbul Sabahattin Zaim University Education Research and Application Centre for Gifted Children.

Scope

ARTICLE 2 – (1) This Regulation covers the provisions concerning the objective, fields of activity, governing bodies, the duties of the governing bodies and the working methods of the Istanbul Sabahattin Zaim University Education Research and Application Centre for Gifted Children.

Legal Basis

ARTICLE 3 – (1) This Regulation has been prepared on the basis of sub-subparagraph (2) of subparagraph (d) of the first paragraph of Article 7 and Article 14 of Higher Education Law No. 2547 dated 4/11/1981.

Definitions

ARTICLE 4 – (1) In this Regulation;

a) Centre: The Istanbul Sabahattin Zaim University Education Research and Application Centre for Gifted Children,

b) Director: The Director of the Center,

c) Gifted Child: A child identified by specialists as demonstrating a high level of performance and motivation compared with their peers in intelligence, creativity, the arts, sports, leadership capacity or specific academic fields,

ç) Rector: The Rector of Istanbul Sabahattin Zaim University,

d) University: Istanbul Sabahattin Zaim University,

e) Executive Board: The Executive Board of the Center,

shall have the meanings set out above.

PART TWO

Purpose and Fields of Activity of the Center

Purpose of the Center

ARTICLE 5 – (1) The purpose of the Centre is to inform families and teachers about the characteristics of gifted children, to administer tests for their identification as gifted, and to organise programmes for these children, their families and their teachers in order to support the academic, social and affective development of children identified as gifted.

Fields of activity of the Center

ARTICLE 6 – (1) In line with its objectives, the Centre carries out activities in the following areas:

a) To inform the families and teachers of children, primarily in the region where the University is located and also in other regions, about the characteristics of gifted individuals.

b) To organise programmes for children identified as gifted, their families and their teachers with a view to supporting the children's academic, social and affective development.

c) To identify children's higher-order thinking skills and to implement programmes aimed at developing these skills.

ç) To follow work related to the Centre's purpose and to organise conferences, seminars and similar scientific meetings.

d) To provide training in the preparation of differentiated curricula to the teachers of gifted students.

e) To cooperate with scholars and institutions working on the Centre's fields of study.

f) To publish original and translated works on the subject.

PART THREE

Governing Bodies of the Center and Their Duties

Governing bodies of the Center

ARTICLE 7 – (1) The governing bodies of the Centre are as follows;

a) The Director.

b) The Executive Board.

Director and duties

ARTICLE 8 – (1) The Director is appointed by the Rector for three years from among the salaried faculty members of the University. A Director whose term has expired may be reappointed by the same procedure.

(2) The Director selects at most two persons from among the members of the Executive Board as deputy directors to assist in their work. Deputy directors are appointed by the Director for a maximum of three years. When the Director's term of office ends, the term of the deputy directors automatically ends as well. One of the deputies acts on the Director's behalf when the Director is absent from duty. If acting in the office of Director exceeds six months, a new Director is appointed by the same procedure.

(3) The duties of the Director are as follows;

a) To convene the Executive Board, set the agenda, chair the meetings and implement the decisions of the Executive Board.

b) To make the necessary arrangements in line with the objectives of the Centre and to conduct administrative affairs.

c) To prepare the previous year's activity report and the following year's work programme concerning the Centre's activities, in line with the opinion of the Executive Board.

ç) To report to the Rector on the general situation and functioning of the Centre at the end of each year and whenever requested.

d) To determine, with justification, the appropriation and staffing requirements in accordance with the Centre's annual plan and programme, and to submit the Centre's budget to the Executive Board.

e) To represent the Centre.

The Executive Board and its duties

ARTICLE 9 – (1) The Executive Board consists of five persons, including the Director. The members other than the Director are appointed by the Rector for a term of three years from among the University's academic staff. A member whose term has expired may be reappointed by the same procedure. A new member is appointed by the same procedure to replace a member of the Executive Board who leaves office before the end of their term, to serve for the remainder of that term.

(2) The Board of Directors normally meets once a month. The Director may call the Board of Directors to an extraordinary meeting when deemed necessary. The Board of Directors convenes with an absolute majority of the total number of members, and decisions are taken by majority vote. In the event of a tie, the majority is deemed to have been achieved in the direction of the vote cast by the Director.

(3) The duties of the Board of Directors are as follows;

a) To take decisions concerning the management and activities of the Centre.

b) To discuss and decide on proposals from the Director and Board of Directors members.

c) To take decisions on the establishment of project groups and similar sub-units.

ç) To determine the principles of cooperation for joint work to be carried out with national and international institutions and organisations, and to examine and decide on the protocols prepared.

d) To submit the annual work programme and budget for the Rector's approval.

e) To determine the staffing needs of the project groups and of the Centre and to submit them for the Rector's approval.

f) To decide, where necessary, to engage experts from outside the University and to submit this decision for the Rector's approval.

PART FOUR

Miscellaneous and Final Provisions

Project groups and duties

ARTICLE 10 – (1) Project groups shall be established by decision of the Executive Board in order to carry out the activities of the Center. The establishment of the project groups, their working procedures and principles, and the provision of coordination and cooperation among the project groups shall be determined by the Executive Board. The project group shall submit its reports on the project to the Executive Board at intervals determined by the Director according to the duration of the project. In line with these reports, projects may be terminated with justification, continued, or merged with another ongoing project.

(2) Any problem arising in connection with the project is resolved by the project manager. Problems that cannot be resolved by the project manager are resolved by the Director.

Personnel requirements

ARTICLE 11 – (1) Upon the request of the Director, the academic, technical and administrative staff needs of the Center shall be met by the Rectorate.

Financial provisions

ARTICLE 12 – (1) The Rector approves the Center's budget submitted by the Executive Board, and the budget enters into force once it has been approved.

(2) The revenues of the Center consist of the shares allocated from the University budget, the income obtained from activities such as courses and seminars and from tests, and other revenues.

(3) The Center's expenses consist of all kinds of equipment used at the Center, publication-research and stationery expenses, personnel salaries, payments made to trainers, scientific meetings, panels, courses, seminars, and other similar expenditures.

Payments to assessors and instructors

ARTICLE 13 – (1) In the event that income is generated from the training programs organized and the tests administered by the Center, the amount and rate of the payment to be made to those who deliver the training or evaluate the tests shall be determined by the Executive Board.

Cases not provided for in this Regulation

ARTICLE 14 – (1) In cases not covered by these Regulations, the provisions of Law No. 2547, other relevant legislation and the decisions of the Senate shall apply.

Entry into force

ARTICLE 15 – (1) These Regulations shall enter into force on the date of their publication.

Execution

ARTICLE 16 – (1) The provisions of these Regulations shall be executed by the Rector of Istanbul Sabahattin Zaim University.
