REGULATION ON THE CONTINUING EDUCATION APPLICATION AND RESEARCH CENTRE
PART ONE
Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to set out the procedures and principles governing the objectives, activities, governing bodies, and the duties and working procedures of the governing bodies of the Istanbul Sabahattin Zaim University Continuing Education Application and Research Centre.
Scope
ARTICLE 2 – (1) This Regulation covers the provisions concerning the objectives, governing bodies, and the duties and working procedures of the governing bodies of the Istanbul Sabahattin Zaim University Continuing Education Application and Research Centre.
Legal Basis
ARTICLE 3 – (1) This Regulation has been prepared based on sub-clause (2) of clause (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.
Definitions
ARTICLE 4 – (1) In this Regulation:
a) Centre (İSEM) refers to the Istanbul Sabahattin Zaim University Continuing Education Application and Research Centre,
b) Director: The Director of the Center,
c) Directorate refers to the Directorate of the Centre,
ç) Board of Trustees refers to the Board of Trustees of Istanbul Sabahattin Zaim University,
d) Rector: The Rector of Istanbul Sabahattin Zaim University,
e) Senate refers to the Senate of Istanbul Sabahattin Zaim University,
f) University refers to Istanbul Sabahattin Zaim University,
g) Executive Board refers to the Executive Board of the Centre
shall have the meanings set out above.
PART TWO
Purpose and Fields of Activity of the Centre
Purpose of the Center
ARTICLE 5 – (1) The purpose of the Centre is to organise short- and medium-term training programmes outside the University's formal undergraduate and graduate degree programmes in order to develop qualified human resources that will contribute to Turkey's infrastructural, economic, social and cultural development, and, in this context, to contribute to the development of the University's cooperation with public institutions, the private sector, non-governmental organisations and international organisations by providing expertise, consultancy and project services.
Fields of activity of the Center
ARTICLE 6 – (1) The fields of activity of the Centre are as follows:
a) To plan and organise, at national and international level, training programmes, new technology and knowledge-intensive vocational training, development and specialisation courses, workshops, seminars, conferences and certificate programmes in the fields required by public institutions, the private sector, international organisations and individuals, and to conduct and guide research, development and consultancy projects,
b) Where necessary, to carry out work in cooperation and coordination with public institutions, the private sector, non-governmental organisations, international organisations and society at large in organising training programmes and developing research and consultancy projects; to create synergy with stakeholders within and outside the University; and to promote and make effective use of the University's resources by strengthening cooperation,
c) To place scientific and technological knowledge at the service of society by sharing it with adults and with private sector and public institutions and by integrating theoretical knowledge with practice, and to contribute to the solution of individual and social problems by developing these processes,
ç) To offer electronic training programmes for all ages and various interest groups, to deliver courses, training and certificate programmes through distance learning where necessary, to contribute to the establishment and development of the University's distance learning infrastructure, and to cooperate with similar centres and ensure the necessary coordination for this purpose,
d) To organise courses and all kinds of training programmes to be delivered by the relevant units on subjects approved by the University, and to provide the necessary equipment, materials and presentation facilities,
e) To organise activities that will make life easier for individuals with disabilities and help integrate them into society, as well as courses, seminars, conferences, certificate programmes and vocational and specialisation training programmes in the fields needed by people with disabilities and aimed at them and at the specialists or trainers working in this field, and to cooperate with public institutions and organisations and non-governmental organisations,
f) To carry out other activities proposed by the Board of Trustees or the Rectorate, or decided upon by the Executive Board, within the scope of lifelong learning,
g) To issue certificates of attendance and similar documents to participants at the end of conferences, seminars, courses and other training programmes.
PART THREE
Governing Bodies of the Center and Their Duties
Governing bodies of the Center
ARTICLE 7 – (1) The management bodies of the Center are as follows:
a) Director,
b) The Executive Board.
Director
ARTICLE 8 – (1) The Director is appointed by the Rector for a term of three years from among the University's academic staff. A Director whose term has expired may be reappointed. The Director represents the Centre and is responsible to the Rector for all of its activities.
(2) The Director submits two members of the Executive Board to the Rector for approval to be appointed as deputy directors to assist in his or her work. When the Director is absent, one of the deputy directors acts on his or her behalf. Such deputisation may not exceed six months. When the Director's term of office ends, the terms of the deputy directors also end.
Duties of the Director
ARTICLE 9 – (1) The duties of the Director are as follows:
a) To plan and carry out activities in line with the objectives of the Centre,
b) To represent the Centre and to chair the Executive Board,
c) To set the agenda of the Executive Board and implement the decisions taken,
ç) To ensure coordination and supervision among the units within the Centre,
d) To establish communication and carry out work with national and international organisations,
e) To conclude agreements and sign various contracts for the short- and long-term programmes to be organised by the Centre with individuals, firms, institutions and organisations with which cooperation has been approved by the Executive Board,
f) To prepare the annual activity report of the Centre and its affiliated units and submit it to the Rectorate.
Board of Directors
ARTICLE 10 – (1) The Executive Board consists of at least five members, including the Director, appointed from among the University's full-time academic staff upon the proposal of the Director and with the approval of the Rector. The term of office of the Executive Board members is three years. A member whose term has expired may be reappointed. A new member is appointed to complete the remaining term in place of members who leave before the end of their term or who are assigned outside the university for more than six months.
(2) The Executive Board convenes in ordinary session at least twice a year upon the call of the Director. The Director may convene the Executive Board in extraordinary session when necessary.
(3) The Executive Board convenes with an absolute majority and decisions are taken by a majority of votes.
Duties of the Board of Directors
ARTICLE 11 – (1) The duties of the Executive Board are as follows:
a) To prepare and implement the Centre's work programme, to develop it in line with needs, and to carry out those approved by the Rectorate,
b) To form project and research groups within the Centre and to evaluate their work,
c) To determine and submit to the Directorate the principles for cooperation with university units and with national and international individuals, institutions and organisations that will be involved in courses, internships, certificate programmes and similar programmes, and with which cooperation will be established on matters related to the Centre's fields of activity,
ç) Determining the Center's personnel needs.
PART FOUR
Miscellaneous and Final Provisions
Financial provisions
ARTICLE 12 – (1) The Centre's revenues consist of the shares allocated from the University budget, donations and grants made to the Centre, income obtained from projects, courses, report preparation, publications and research, and other income.
(2) The Centre's expenditures consist of all kinds of equipment used at the Centre, maintenance and repair, publication and research costs, staff salaries, payments made to trainers, awards given to students involved in projects, and expenses for scientific meetings, panels, courses, seminars and similar activities.
Authorizing officer
ARTICLE 13 – (1) The spending authority of the Centre is the Rector. The Rector may delegate this authority to the Director.
Cases not covered by provisions
ARTICLE 14 – (1) In cases not covered by this Regulation, the provisions of other relevant legislation and the decisions of the Senate and the Executive Board shall apply.
Entry into force
ARTICLE 15 – (1) These Regulations shall enter into force on the date of their publication.
Execution
ARTICLE 16 – (1) The provisions of these Regulations shall be executed by the Rector of Istanbul Sabahattin Zaim University.
