Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1 (1) The purpose of this Regulation is to set out the procedures and principles concerning the activities, governing bodies and the duties of the governing bodies of the IZU Education and Research Center for Gifted Children, established under the Rectorate of Istanbul Sabahattin Zaim University.
Scope
ARTICLE 2 (1) This Regulation covers the provisions concerning the aims, activities, governing bodies, the duties of the governing bodies and the working procedures of the IZU Education and Research Center for Gifted Children of Istanbul Sabahattin Zaim University.
Basis
ARTICLE 3 (1) This Regulation has been prepared on the basis of the relevant provisions of Higher Education Law No. 2547 dated 4/11/1981.
Definitions
ARTICLE 4 (1) In this Regulation;
a) Center refers to the IZU Education and Research Center for Gifted Children of Istanbul Sabahattin Zaim University,
b) Director refers to the Director of the Center,
c) Project Groups refers to the Project Groups of the Center,
d) Rector refers to the Rector of Istanbul Sabahattin Zaim University,
e) University refers to Istanbul Sabahattin Zaim University,
f) Executive Board refers to the Executive Board of the Center.
PART TWO
Purpose and Fields of Activity of the Center
Purpose of the Center
ARTICLE 5 (1) The purpose of the Center is to inform families and teachers about the characteristics of gifted children, to administer tests for their identification as gifted, to organize programs for these children, their families and their teachers in order to support the academic, social and affective development of children identified as gifted, and to publish original and translated works in the relevant field.
Fields of Activity of the Center
ARTICLE 6 (1) In line with the aims set out in Article 5 of this Regulation, the Center operates in the following fields:
a) Informing the families and teachers of children, primarily in the region where the University is located but also in other regions, about the characteristics of gifted individuals,
b) Organizing programs for children identified as gifted, their families and their teachers in order to support the children's academic, social and affective development,
c) Identifying children's higher-order thinking skills and implementing programs to develop these skills,
d) Following developments related to the Center's purpose and organizing conferences, seminars and similar scientific meetings,
e) Providing training for the teachers of gifted students on preparing differentiated curricula,
f) Cooperating with scholars and institutions working in the Center's fields of activity,
g) Publishing original and translated works on the subject.
PART THREE
Governing Bodies and Project Groups of the Center and Their Duties
Governing Bodies of the Center
ARTICLE 7 (1) The governing bodies of the Center are as follows;
a) The Executive Board,
b) The Director,
c) The Project Groups.
The Executive Board and Its Duties
ARTICLE 8 (1) The Executive Board consists of five members, including the Director. Members other than the Director are appointed by the Rector from among the University's academic staff for a term of three years. A member whose term has expired may be reappointed in the same manner. A new member is appointed in the same manner to complete the remaining term of an Executive Board member who leaves office before the end of their term.
(2) The Executive Board meets once a month as a matter of course. The Director may convene an extraordinary meeting of the Executive Board whenever deemed necessary. The Executive Board convenes with an absolute majority of the total number of members and decisions are taken by a majority of votes. In the event of a tie, the vote cast by the Director is deemed decisive.
(3) The duties of the Executive Board are as follows;
a) Taking decisions concerning the management and activities of the Center,
b) Discussing and deciding on the proposals of the Director and the members of the Executive Board,
c) Taking decisions on the establishment of project groups and similar sub-units,
d) Determining the principles of cooperation for joint work with national and international institutions and organizations, and reviewing and deciding on the protocols prepared,
e) Submitting the annual work program and budget for the Rector's approval.
f) Determining the staffing needs of the project groups and of the Center and submitting them for the Rector's approval,
g) Taking decisions on employing experts from outside the University when necessary and submitting them for the Rector's approval.
The Director and Their Duties
ARTICLE 9 (1) The Director is appointed by the Rector for a term of three years from among the University's salaried faculty members. A Director whose term has expired may be reappointed in the same manner.
(2) The Director selects up to two members of the Executive Board as deputy directors to assist in their work. Deputy directors are appointed by the Director for a term of up to three years. When the Director's term of office ends, the terms of the deputy directors end automatically. In the Director's absence, one of the deputy directors acts on their behalf. If the acting directorship exceeds six months, a new Director is appointed to the Center in accordance with the procedure set out in this Regulation.
(3) The duties of the Director are as follows;
a) Convening the Executive Board, setting the agenda, chairing the meetings and implementing the decisions of the Executive Board,
b) Making the necessary arrangements and carrying out administrative work in line with the aims of the Center set out in this Regulation,
c) Preparing the previous year's activity report and the following year's work program concerning the Center's activities, in accordance with the opinion of the Executive Board,
d) Reporting to the Rector on the general situation and functioning of the Center at the end of each year and whenever requested,
e) Determining, with justification, the appropriation and staffing needs in accordance with the Center's annual plan and program, and submitting the Center's budget to the Executive Board,
f) Representing the Center.
Project Groups and Their Duties
ARTICLE 10 (1) Project groups are established by decision of the Executive Board in order to carry out the Center's activities. The establishment of project groups, their working procedures and principles, and the coordination and cooperation between them are determined by the Executive Board. A project group submits its reports on the project to the Executive Board at intervals determined by the Director according to the duration of the project. On the basis of these reports, projects may, with justification, be terminated, continued or merged with another ongoing project.
(2) Any problems arising in connection with a project are resolved by the project manager. Problems that cannot be resolved by the project manager are settled by the Director.

Miscellaneous and Final Provisions
Staffing Needs
ARTICLE 11 (1) Upon the request of the Director, the Center's academic, technical and administrative staffing needs are met by the Rectorate, either from within the University or from outside it.
Financial Provisions
ARTICLE 12 (1) The Rector approves the Center's budget submitted by the Executive Board, and the budget enters into force once approved.
(2) The Center's revenues consist of the allocations from the University budget, the income generated from activities such as courses and seminars and from tests, and other revenues.
(3) The Center's expenditures consist of all kinds of equipment used at the Center, publication, research and stationery expenses, staff salaries, payments made to trainers, and other expenditures such as scientific meetings, panels, courses and seminars.
Payments to Assessors and Trainers
ARTICLE 13 (1) In the event that income is generated from the training provided and the tests administered by the Center, the amount and rate of payment to be made to those delivering the training or assessing the tests are determined by the Executive Board.
Matters Not Covered by This Regulation
ARTICLE 14 (1) In matters not covered by this Regulation, the provisions of Law No. 2547 and other relevant legislation apply.
Entry into Force
ARTICLE 15 (1) This Regulation enters into force on the date of its publication.
Execution
ARTICLE 16 (1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
