SECURITY INVESTIGATION AND ARCHIVE RESEARCH DIRECTIVE
PART ONE
Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1- (1) The purpose of this Directive is to determine the classified units and titles at Istanbul Sabahattin Zaim University, and to establish the procedures and principles for the security investigation and archive research to be conducted on personnel who will work in these units and titles.
Scope
ARTICLE 2- (1) This Directive covers the classified units and titles of Istanbul Sabahattin Zaim University and the personnel to be appointed to these units and titles.
Legal Basis
ARTICLE 3- (1) This Directive has been prepared based on Article 6 of the Security Investigation and Archive Research Regulation published in the Official Gazette No. 24018 dated 12/04/2000.
Definitions
ARTICLE 4- (1) As used in this Directive:
a) University: Istanbul Sabahattin Zaim University,
b) Rector: the Rector of Istanbul Sabahattin Zaim University,
c) Senate: the Senate of Istanbul Sabahattin Zaim University,
ç) Classified Place: Any cabinet, safe, room, or restricted area where classified messages, reports, documents, information, records, tools, equipment, and facilities — and materials whose lack of protection could damage our internal and external national interests — are kept and stored, and for which security measures have been taken to protect them,
d) Security Classification Levels: The ranking and designation of information deemed inadvisable to disclose to unauthorized persons, according to its level of importance,
e) Archive research: Determining, from existing records, whether the person is currently wanted by law enforcement authorities, their affiliation with law enforcement and intelligence units, their criminal record, and whether there is any restriction concerning them,
f) Security investigation: Determining and evaluating, through research from existing records and on-site inquiry, whether the person is currently wanted by law enforcement authorities, their affiliation with law enforcement and intelligence units, their criminal record, whether there is any restriction concerning them, whether they engage in subversive or separatist activities, their moral standing, their relations with foreigners, and their ability to keep secrets,
g) Regulation: refers to the Security Investigation and Archive Research Regulation put into effect by Council of Ministers Decision No. 2000/284 dated 14/2/2000.
PART TWO
Place, Duty, and Responsibility
Classified places and duties
ARTICLE 5- (1) The classified units and duties are as follows:
a) The Rectorate, deans' offices, institutes, schools, vocational schools, and research centers,
b) Departments,
c) The document and archive services of university units,
ç) Personnel working in units in positions requiring confidentiality and security,
(2) Which personnel serving in these units shall be subject to security investigation and archive research is set out in Article 6 of this Directive.
Personnel Subject to Security Investigation and Archive Research
ARTICLE 6- (1) Within the scope of Article 5 of this Directive, the personnel for whom security investigation and archive research shall be conducted by the provincial administrative authorities are as follows:
a) Academic and administrative personnel to be appointed to university positions for the first time or reappointed,
b) Deans,
c) Directors of Institutes, Schools, and Research Centers,
ç) Secretaries of Faculties, Institutes, and Schools,
d) Heads of Department and Directors,
e) Personnel working in the Department of Information Technology,
f) Personnel working in the document and archive services of university units,
g) Among personnel working in units in positions requiring confidentiality and security, those for whom the Rector requests that a security investigation and archive research be conducted,
Renewal of security investigation and archive research
ARTICLE 7- (1) In cases deemed necessary, the renewal of security investigation and archive research may be requested by the appointing authority.
Responsibility
ARTICLE 8- (1) The Department of Personnel Affairs is responsible for ensuring that security investigation and archive research is conducted on personnel covered by this Directive.
PART THREE
Miscellaneous and Final Provisions
Other Matters
ARTICLE 9- (1) The provisions of the Regulation on which this Directive is based shall be the basis for determining the authorities that will request and conduct the security investigation, the matters to be investigated under the security investigation and archive research, the method to be followed, and the subsequent evaluation of the research results.
Cases Not Covered by These Principles
ARTICLE 10- (1) In cases not covered by this Directive, the provisions of the Security Investigation and Archive Research Regulation published in the Official Gazette No. 24018 dated 12/04/2000 shall apply.
Entry into force
ARTICLE 11- (1) This Directive entered into force by Decision No. ………… of the Senate of Istanbul Sabahattin Zaim University dated …../…../2018.
Execution
ARTICLE 12- (1) This Directive is executed by the Rector.
