ISTANBUL SABAHATTIN ZAIM UNIVERSITY

DIRECTIVE ON ATHLETE AWARDS

PART ONE

Introductory Provisions

Purpose and scope

ARTICLE 1- (1) This Directive has been prepared for the purpose of regulating the methods and rules concerning the awards to be given to student athletes of Istanbul Sabahattin Zaim University, and covers the conditions for such awards and the working procedures and principles of the Athlete Award Commission.

Legal Basis

ARTICLE 2- (1) This Directive has been prepared on the basis of Article 14 of Higher Education Law no. 2547.

Definitions and Abbreviations

ARTICLE 3- (1) In this Directive;

a) One-year Support Scholarship: refers to the scholarship granted for a period of nine months,

b) Head of Department: refers to the Head of the Department of Health, Culture and Sports,

c) EUSA: refers to the European University Sports Association,

ç) Individual Sport: refers to sports branches, other than team sports, in which competitions and rankings are held on an individual basis,

d) FISU: The International University Sports Federation,

e) Commission: The Athlete Award Commission appointed under this Directive,

f) Competition: The national and international competitions covered by this Directive,

g) Board of Trustees: The Board of Trustees of Istanbul Sabahattin Zaim University,

ğ) Award: Medals, certificates of achievement, cups, in-kind or cash support, plaques, shields and similar presentations to be granted to those who contribute to the University through sports activities within the scope of this Directive,

h) Student: The undergraduate and graduate students of Istanbul Sabahattin Zaim University,

ı) Rector: The Rector of Istanbul Sabahattin Zaim University,

i) Senate: The Senate of Istanbul Sabahattin Zaim University,

j) SKS: The Department of Health, Culture and Sports,

k) Sports Coordinator: The SKS Sports Coordinator,

l) Athlete: University team athletes who achieve a ranking in individual and/or team competitions, together with SKS club athletes and individual athletes,

m) Team Sport: Competitions in branches in which teams made up of more than one athlete compete against each other at the same time, as well as competitions in which the contest is held individually but the points obtained are counted as team points and ranking is determined on a team basis rather than individually,

n) TÜSF: The Turkish University Sports Federation,

o) University: Istanbul Sabahattin Zaim University,

ö) Executive Board: The Executive Board of Istanbul Sabahattin Zaim University

shall have the meanings set out above.

 

 

 

PART TWO

Athlete Award Commission

 

Composition of the Commission

ARTICLE 4- (1) The Commission consists of a Vice Rector to be appointed by the Rector as its chair, the Dean of the Faculty of Sport Sciences, a faculty member from the Faculty of Sport Sciences to be appointed by the Rector, the Head of Department and the Sports Coordinator. The Sports Coordinator serves as the rapporteur of the Commission.

 

Duties of the Commission

ARTICLE 5 – (1) The duties of the Commission are;

a) To determine the application requirements for the awards to be granted by the University,

b) To evaluate the applications submitted to the Commission by SKS together with a proposal for an award,

c) To submit to the Rectorate the candidates deemed worthy of an award by the Commission as a result of the evaluation.

ç) To evaluate the sports achievement scholarship applications of students who achieve sporting success in interuniversity and interclub competitions.

Working Principles of the Commission

ARTICLE 6 – (1) Whether the athletes proposed by SKS are worthy of an award is evaluated by the Commission.

(2) The Commission convenes upon the call of its Chair. The Commission examines the proposals of SKS and finalises its evaluations, together with their justifications, within 15 days.

(3) The Commission is authorised to request from the relevant units and institutions any information and documents it deems necessary for its work.

(4) Decisions of the Commission are taken by majority vote. The Commission decision concerning the candidates deemed worthy of an award as a result of the evaluation is submitted to the Office of the Rector for approval.

(5) The programme and calendar for the presentation of the awards are prepared and announced by the Rectorate.

PART THREE

Student Sports Awards

Awards to be granted to students

ARTICLE 7- (1) The awards to be granted under this Directive to students enrolled at the University who, representing the University, finish first, second or third individually or as part of a team in sports competitions held at interuniversity, national or international level are set out below:

a) To students who achieve a ranking in the relevant branch, style or weight class in individual competitions at international organisations held by FISU in Olympic branches, in which athletes from at least 10 different countries actually take part in the relevant category;

1) Three Republic gold coins and a one-year Support Scholarship to the athlete-student finishing first,

2) Two Republic gold coins and a one-year Support Scholarship to the athlete-student finishing second,

3) One Republic gold coin and a one-year Support Scholarship to the athlete-student finishing third

these scholarships are granted.

b) In the FISU team competitions specified in paragraph (a) of this article;

1) One and a half Republic gold coins and a one-year Support Scholarship to each athlete-student taking part in the competitions on the first-place team,

2) One Republic gold coin and a one-year Support Scholarship to each athlete-student taking part in the competitions on the second-place team,

3) One half gold coin and a one-year Support Scholarship to each athlete-student taking part in the competitions on the third-place team

these scholarships are granted.

c) To students who achieve a ranking in the relevant branch, style or weight class in individual competitions at international organisations held by EUSA in Olympic branches, in which athletes from at least eight different countries actually take part in the relevant category;

1) Two Republic gold coins and a one-year Support Scholarship to the athlete-student finishing first,

2) One Republic gold coin and a one-year Support Scholarship to the athlete-student finishing second,

3) One half gold coin and a one-year Support Scholarship to the athlete-student finishing third

these scholarships are granted.

ç) In the EUSA team competitions specified in paragraph (c) of this article;

1) One Republic gold coin and a one-year Support Scholarship to each athlete-student taking part in the competitions on the first-place team,

2) One half gold coin and a one-year Support Scholarship to each athlete-student taking part in the competitions on the second-place team,

3) One quarter gold coin and a one-year Support Scholarship to each athlete-student taking part in the competitions on the third-place team

these scholarships are granted.

 

d) To students who achieve a ranking in the relevant branch, style or weight class in individual competitions at organisations held by TÜSF in Olympic branches, in which athletes from at least eight different universities actually take part in the relevant category;

1) One Republic gold coin to the athlete-student finishing first,

2) One half gold coin to the athlete-student finishing second,

3) One quarter gold coin to the athlete-student finishing third

these scholarships are granted.

 

f) In the TÜSF team competitions specified in paragraph (d) of this article;

1) One half gold coin and a one-year Support Scholarship to each athlete-student taking part in the competitions on the first-place team,

2) One quarter gold coin and a one-year Support Scholarship to each athlete-student taking part in the competitions on the second-place team,

3) One gram of gold and a one-year Support Scholarship to each athlete-student taking part in the competitions on the third-place team

4) Half of the award to students who achieve a ranking in the first league category

these scholarships are granted.

 

(2) Students who qualify for the “Sports Competition Achievement Award” pursuant to Article 6 of this Directive and who receive either the Support Scholarship or the Sports Scholarship are additionally granted the Support or Sports Scholarship from which they do not already benefit. However, athlete-students who qualified for and received both the Support and Sports Scholarships before the sports competitions and who achieve a ranking under the provisions of this Directive may be granted another award instead of a scholarship, in accordance with their ranking.

(3) Where deemed necessary by the University, the awards specified in gold in this Directive may also be granted as their Turkish Lira equivalent announced by the Central Bank of the Republic of Türkiye.

(4) A delivery/receipt document is issued for the presentation of Republic gold coins or in-kind awards.

 

PART FOUR

Application and Award Requirements

 

Application

ARTICLE 8- (1) Athlete-students who achieve a national or international ranking in interuniversity or interclub competitions must apply to SKS with a petition together with signed documents obtained from the relevant federation certifying their achievements.

 

Requirements for Award Applications

ARTICLE 9- (1) The designated awards cover the branches of the official federations affiliated with the General Directorate of Sports of the Ministry of Youth and Sports.

(2) In rankings achieved as a team, each athlete included in the principal squad is granted an award individually.

(3) Provided that they compete in Olympic, Paralympic and Deaflympic branches in individual and team sports, athletes enrolled at the University who are selected for the national team of their branch as amateur licensed athletes within professional or amateur sports clubs and who represent our country are granted awards as follows: those who achieve a ranking at the Olympic Games and World Championships receive 50% of the FISU category awards; those who achieve a ranking at the European Championship, the Islamic Games, the Mediterranean Games and the Balkan Championship receive 50% of the EUSA category awards; and those who achieve a ranking at Turkish Championships receive 50% of the TÜSF category awards.

Receiving an Award in the Same Competition

ARTICLE 10- (1) An athlete who achieves more than one success in the same individual competition organised by FISU, EUSA or TÜSF is granted the award corresponding to his or her best ranking. If, in the same competition, the athlete competes again as part of a team or the team finishes in the top three, the award earned is shared equally among all athletes forming the team, taking into account the provisions concerning athletes who achieve a ranking in team competitions.

(2) If, in a competition held in more than one discipline or style within a sport branch, the rankings obtained in the overall total are taken as the basis for the award, athletes who do not achieve a ranking in the overall total but obtain one of the top three rankings in any of the disciplines or styles of that branch are granted half of the award foreseen for their ranking. However, if the award corresponding to the ranking obtained in the overall total is lower than the award corresponding to the ranking obtained in the other discipline or style, half of the award corresponding to the best ranking obtained is granted.

Suspension and Withdrawal of an Award

ARTICLE 11 – (1) The granting of an award is suspended in the following cases:

a) Where the athlete is referred to the disciplinary boards under provisional measures for violating national and international rules concerning doping.

b) Where an investigation is initiated by the Chief Public Prosecutor's Office on account of activities aimed at changing or abolishing the indivisible integrity of the State with its territory and nation or any of the characteristics of the Republic.

(2) No award is granted to those who receive a sporting penalty due to doping in a competition in which they tested positive, or to those convicted on account of activities falling within the scope of subparagraph (b) of the first paragraph; if an award has already been granted, it is withdrawn.

(3) Students who have been given a disciplinary penalty by the University administration may not benefit from the scholarships and awards defined in this Directive.

FIFTH SECTION

Final Provisions

Cases not covered by provisions

ARTICLE 12–(1) In cases not covered by this Directive, the decisions of the University Executive Board apply.

Entry into Force and Execution

ARTICLE 13 – (1) This Directive enters into force by decision of the Senate and approval of the Board of Trustees, effective from the beginning of the 2023-2024 academic year.

(2) The provisions of this Directive are executed by the Rector of the University.
