SCHOLARSHIP DIRECTIVE
PART ONE
Introductory Provisions
Purpose
ARTICLE 1 - (1) The purpose of this Directive is to regulate the scholarships and discounts to be awarded in order to encourage students of Istanbul Sabahattin Zaim University to study harder and to succeed, to reward their achievements in fields such as sports, music and the arts so that they may also excel in social areas, and to support students in financial need.
Scope
ARTICLE 2 - (1) This Directive covers the provisions and durations relating to the conditions for the award and continuation of the scholarships and discounts that Istanbul Sabahattin Zaim University grants to its students in undergraduate and graduate programs.
Legal Basis
ARTICLE 3 - (1) This Directive has been drawn up on the basis of Higher Education Law no. 2547, the Regulation on Foundation Higher Education Institutions and the Main Regulation of Istanbul Sabahattin Zaim University.
Definitions
ARTICLE 4 - (1) In this Directive;
a) Academic Development Scholarship: In-kind and cash scholarships awarded by the İlim Yayma Foundation to support successful graduate students,
b) Scholarship: In-kind or cash support provided towards tuition fees,
c) Scholarship Commission: The University Scholarship Commission,
ç) İlim Yayma Society: The association that supported the establishment of Istanbul Sabahattin Zaim University,
d) Discount: The reduction to be applied to the tuition fee payable by the student,
e) Founding Foundation: The İlim Yayma Foundation, the Founding Foundation of Istanbul Sabahattin Zaim University,
f) Board of Trustees: The Board of Trustees of Istanbul Sabahattin Zaim University,
g) ÖSYM: The Student Selection and Placement Center,
ğ) Rector: The Rector of Istanbul Sabahattin Zaim University,
h) University: Istanbul Sabahattin Zaim University,
ı) YKS: The Higher Education Institutions Examination,
shall have the meanings set out above.
Benefiting from scholarships/discounts
ARTICLE 5 - (1) Students who meet the conditions set out in this Directive may benefit from more than one scholarship and/or discount at the same time, within the framework of the provisions of this article.
(2) Scholarships and discounts relating to a student's tuition fee are calculated in the following order, each one being applied to the remaining tuition fee:
a) Placement scholarship or discount,
b) Preference discount,
c) Academic Achievement Scholarship, Sports/Arts Scholarships and other tuition fee discounts.
(3) Scholarships and discounts specifically regulated in this Directive, such as sibling and spouse discounts, scholarships for the families of martyrs and veterans, scholarships for staff and their relatives, and scholarships of the Founding Foundation and the İlim Yayma Society, are applied in addition to the scholarships and discounts granted under the second paragraph, within the framework of the principles set out in their own articles, and are not subject to the limit on the total discount rate.
(4) All cash and in-kind support, such as YKS ranking scholarships, support scholarships, and accommodation and meal scholarships, is entirely independent of tuition fee discounts. Such support is provided separately and independently of any other scholarship and discount entitlements the student may have.
PART TWO
University Entrance, Achievement and Ranking Scholarships
ÖSYM scholarships and discounts
ARTICLE 6 - (1) These are the scholarships and discounts granted to students placed in the quotas listed in the YKS Guide on the basis of the central placement results or special talent examination results administered by ÖSYM. In the admission of students to undergraduate programs through the special talent examination, ranking and placement procedures and the determination of students' scholarship/discount rates are carried out on the basis of the overall achievement scores obtained in the special talent examinations held by the University. In this Directive;
a) Scholarship: The full amount of the tuition fee,
b) 50% Discount: Half of the tuition fee,
c) 25% Discount: One quarter of the tuition fee,
ç) Fee-paying: The full amount of the tuition fee,
shall have the meanings set out above.
(2) At the University, ÖSYM scholarships and discounts are granted for one year for optional foreign language preparatory education, two years for compulsory foreign language preparatory education, and seven years for undergraduate education, throughout the maximum period of study of the programs.
(3) ÖSYM scholarships and discounts are granted without any obligation in return and continue throughout the maximum period of study of the programs, without any achievement requirement such as course completion or weighted grade point average.
(4) Students who, while studying in any undergraduate program of the University, withdrew from the University in the academic year preceding the academic year of their ÖSYM placement and who were placed in one of the undergraduate programs by ÖSYM after retaking the examination, as well as students who have previously graduated with an undergraduate degree from any formal higher education institution, may not benefit from these scholarships and discounts. Such students are enrolled in the "Fee-paying" program.
(5) Students whose enrollment in their program is terminated because of two years of failure in the compulsory foreign language preparatory program and who, upon written application, transfer to an equivalent program at the University whose language of instruction is Turkish, retain the scholarships and discounts they received in their previous program.
(6) Students whose enrollment in their program is terminated because of two years of failure in the compulsory foreign language preparatory program and who are placed by ÖSYM in a program whose language of instruction is Turkish on the basis of their central placement score are enrolled in the "Fee-paying" program.
YKS Ranking Scholarships
ARTICLE 7 - (1) This is a scholarship granted for nine months per year to students who, according to the results of the central placement examination conducted by ÖSYM, excluding those placed through supplementary placement or supplementary score placement, rank within the success brackets specified in the second, third, fourth, and fifth paragraphs of this article and are placed in and register for the University's undergraduate programs in the relevant score type. YKS Ranking Scholarships are granted for one year for compulsory foreign language preparatory education and for four years for undergraduate education, throughout the normal duration of study of the program. These scholarships do not cover optional foreign language preparatory education.
(2) A written application is not required for the YKS Ranking Scholarship. The Directorate of Student Affairs identifies the students entitled to receive the Ranking Scholarship within five working days of the date on which the central placement examination results are announced and notifies the Rectorate.
(3) In the VERBAL score types: students ranking in the top 100 receive a cash scholarship of TL 30,000 plus accommodation and meal scholarships; those ranking 101-500 receive a cash scholarship of TL 25,000 plus accommodation and meal scholarships; those ranking 501-1,000 receive a cash scholarship of TL 20,000 plus accommodation and meal scholarships; those ranking 1,001-2,500 receive a cash scholarship of TL 15,000; those ranking 2,501-5,000 receive a cash scholarship of TL 12,500; those ranking between 5,001 and 7,500 receive a cash scholarship of TL 10,000; and those ranking 7,501-10,000 receive a cash scholarship of TL 8,000.
(4) In the QUANTITATIVE score types: students ranking in the top 5,000 receive a cash scholarship of TL 30,000 plus accommodation and meal scholarships; those ranking 5,001-10,000 receive a cash scholarship of TL 25,000 plus accommodation and meal scholarships; those ranking 10,001-20,000 receive a cash scholarship of TL 20,000 plus accommodation and meal scholarships; those ranking 20,001-30,000 receive a cash scholarship of TL 15,000; those ranking 30,001-40,000 receive a cash scholarship of TL 12,500; those ranking 40,001-50,000 receive a cash scholarship of TL 10,000; and those ranking 50,001-60,000 receive a cash scholarship of TL 8,000.
(5) In the EQUAL WEIGHT score types: students ranking in the top 1,000 receive a cash scholarship of TL 30,000 plus accommodation and meal scholarships; those ranking 1,001-2,500 receive a cash scholarship of TL 25,000 plus accommodation and meal scholarships; those ranking 2,501-5,000 receive a cash scholarship of TL 20,000 plus accommodation and meal scholarships; those ranking 5,001-6,000 receive a cash scholarship of TL 15,000; those ranking 6,001-10,000 receive a cash scholarship of TL 12,500; those ranking 10,001-20,000 receive a cash scholarship of TL 10,000; and those ranking 20,001-30,000 receive a cash scholarship of TL 8,000.
(6) In the LANGUAGE score type: students ranking in the top 100 receive a cash scholarship of TL 30,000 plus accommodation and meal scholarships; those ranking 101-250 receive a cash scholarship of TL 25,000 plus accommodation and meal scholarships; those ranking 251-500 receive a cash scholarship of TL 20,000 plus accommodation and meal scholarships; those ranking 501-750 receive a cash scholarship of TL 15,000; those ranking 751-1,000 receive a cash scholarship of TL 12,500; those ranking 1,001-1,500 receive a cash scholarship of TL 10,000; and those ranking 1,501-2,000 receive a cash scholarship of TL 8,000.
(7) YKS Ranking Scholarships, in the case of the student:
a) having a cumulative weighted grade point average that falls below 2.00 at the end of the academic year,
b) failing to renew registration for one semester in undergraduate programs, or for one quarter/level in the compulsory foreign language preparatory program,
c) having received a disciplinary penalty,
d) transferring internally or externally to another institution,
e) having their ties with the University severed,
shall be terminated and not reinstated.
(8) A student who suspends registration may not benefit from this scholarship during the period of suspension.
(9) Students who fail to successfully complete the Compulsory Foreign Language Preparatory Class within one academic year may not benefit from this scholarship in the second year; however, they continue to receive the scholarship in the undergraduate program.
(10) This scholarship may not be used by students who, while studying in any undergraduate program of the University, had their ties with the University terminated in the academic year preceding the academic year in which they were placed by ÖSYM, and who were subsequently placed in one of the undergraduate programs by retaking the examination, nor by students who previously graduated with an undergraduate degree from any formal higher education institution.
(11) A student's YKS Ranking Scholarship granted specifically for their previous program is discontinued upon internal transfer to another undergraduate program of the University. However, the student is granted the YKS Ranking Scholarship corresponding to their YKS score for the relevant year and score type in the new program to which they transferred. The period during which the student received the YKS Ranking Scholarship in their previous program is included in the duration of the YKS Ranking Scholarship for the new program.
PART THREE
Academic Achievement Scholarship and Conditions for Awarding Scholarships
Academic achievement scholarship
ARTICLE 8 - (1) This is a scholarship granted to students for the following academic year, based on their academic achievement, within the normal duration of study of the program in which they are registered at the University.
(2) A written application is not required for the academic achievement scholarship. At the end of each spring semester, within two weeks following the announcement of make-up exam grades, academic achievement rankings are first determined by the relevant department boards, then discussed and decided upon by the faculty administrative board, and reported in writing to the Rectorate and the Directorate of Student Affairs for entry into the Student Information System.
(3) At the end of each spring semester, among students who have taken and passed all compulsory and elective courses shown in the curriculum of their program up to the year for which the academic achievement grade is calculated, who have a cumulative grade point average of at least 3.00, and who rank in the top three of their class (including fully scholarshipped students), a discount is applied solely to the tuition fee payable in the following academic year: 100% for the first-ranked student, 75% for the second-ranked student, and 50% for the third-ranked student.
(4) Fully scholarshipped students who meet the conditions for the academic achievement scholarship and rank in the top three of their class are granted, solely for the following academic year, a Support Scholarship together with a Meal Scholarship for one meal per weekday. Students may use this meal scholarship benefit only at the university cafeteria.
(5) Academic achievement rankings are not updated on account of grades received in the summer school of the relevant academic year.
Conditions for granting the academic achievement scholarship
ARTICLE 9 - (1) The conditions for granting the academic achievement scholarship are as follows:
a) The academic achievement scholarship is granted only within the normal duration of study of the program in which the student is registered,
b) The academic achievement scholarship is not granted during the maximum periods of study falling outside the normal duration of study of the relevant program, or during foreign language preparatory classes,
c) Students who have an exemption course in the year for which the academic achievement grade is calculated may not benefit from this scholarship, but are included in the achievement ranking. Courses exempted as a result of exemption examinations administered by the University, courses taken under national or international exchange programs, and courses taken from higher class levels during summer education due to academic achievement, are not considered within this scope.
ç) Students who are entitled to the academic achievement scholarship but suspend their registration or are considered on leave in the following academic year benefit from this right in the subsequent academic year.
d) Grades received in the summer school of the relevant academic year are not taken into account in the calculation of the academic achievement grade,
e) Students who have received a disciplinary penalty are included in the calculation of the achievement ranking but may not benefit from this scholarship.
f) In the event of equal grade point averages, priority is given to the student with the higher number of completed ECTS credits; if the tie remains unresolved, priority is given to the student with the higher ÖSYM placement examination score, and if these students' years or types of registration at the University differ, priority is given to the younger student.
g) The academic achievement scholarship of a student who transfers internally to a different undergraduate program is discontinued.
ğ) Students who have previously graduated from a formal undergraduate program of any higher education institution may not benefit from this scholarship, but are included in the achievement ranking.
h) Irregular students may not benefit from this scholarship until the academic year in which they become regular students.
ı) The academic achievement scholarship of a student found to have a failing course following an exchange program is discontinued; however, the academic achievement scholarship ranking of the relevant class is not updated.
i) Grades from courses taken within the scope of pedagogical formation education are taken into account in calculating the academic achievement ranking. Accordingly, the requirement to pass all courses required for the academic achievement scholarship also applies to pedagogical formation courses.
PART FOUR
Graduate Scholarships
Scholarships and discounts granted to University graduates in graduate programs
ARTICLE 10 - (1) A 30% discount is applied to the tuition fee payable by students who graduate from the University's undergraduate programs and are admitted to the University's graduate programs, regardless of their graduation ranking. A student may benefit from this discount only once for each type of education.
(2) Among students who graduate from the University's undergraduate programs and are admitted to the University's thesis-based master's programs, those with an undergraduate graduation grade point average of at least 3.00 who graduated first in their program receive a 100% discount, those who graduated second receive a 75% discount, and those who graduated third receive a 50% discount. A student may benefit from this scholarship or discount only once.
(3) These scholarships and discounts are valid for the normal duration of study of the program in which the student is enrolled and may not be applied during the maximum periods of study falling outside the normal duration of study of the program.
Doctoral scholarship
ARTICLE 11 - (1) For each semester separately, throughout the normal duration of study of the relevant program, students who apply to and are admitted to the University's doctoral programs, who meet the achievement conditions specified in the second and third paragraphs of this article, and who document that they are not employed in any job, are granted:
a) If at least five and at most nine students register for the relevant program, the first-ranked student receives a full tuition scholarship plus a cash scholarship in the amount determined by the University for the relevant year,
b) If 10 or more students register for the relevant program, the first-ranked student receives a full tuition scholarship plus a cash scholarship in the amount determined by the University for the relevant year, and the second-ranked student receives a full tuition scholarship,
these scholarships are granted.
Students entitled to these scholarships are determined by the Department Scientific Evaluation Board based on the general achievement grade evaluation criteria announced for the relevant program and semester, and are finalized upon the recommendation of the relevant Department Chair and the decision of the Graduate Education Institute Administrative Board.
(2) In order for a candidate to be entitled to the Doctoral Scholarship, the candidate must:
a) have a score of at least 80 on ALES, or at least 156 on the GRE, or at least 590 on the GMAT.
b) have an undergraduate graduation grade point average of at least 3.00 out of 4.00, and, for those with a master's degree, a master's graduation grade point average of at least 3.50 out of 4.00.
c) If the language of instruction of the program is Turkish, the candidate must have a score of at least 70 on the YDS/YÖKDİL in the relevant foreign language, or an equivalent international foreign language score recognized by ÖSYM. If the language of instruction of the program is wholly or partly in a foreign language, the candidate must have a score of at least 80 on the YDS/YÖKDİL in the relevant foreign language, or an equivalent international foreign language score recognized by ÖSYM.
ç) For the Doctoral Scholarship, foreign national students are not required to have an ALES, GRE, or GMAT examination score; however, if a candidate has a GRE or GMAT score, that score is converted into an ALES score for application. Candidates without a GRE or GMAT score are deemed to have an ALES score of 80. In calculating the general achievement score of foreign national students, 20% of the undergraduate graduation grade, 15% of the thesis-based master's graduation grade, 10% of the ALES score, 10% of the relevant foreign language score, and 45% of the science examination grade are taken into account. For candidates who graduated from undergraduate or master's programs in countries where Arabic or English is the native or official language and whose language of instruction is the same as that of the program to be enrolled in, and who do not have a foreign language score, the language score is deemed to be 70.
d) The conversion of grades obtained under a different grading system to the 4-point system is carried out based on the Higher Education Council's table of "Equivalents of Grades in the 4-Point System to the 100-Point System."
(3) For students who do not meet the achievement conditions specified in the first and second paragraphs of this article, if at least 5 and at most 9 students register for the program in the relevant semester, students ranking in the top three by general achievement score, or, if 10 or more students register, students ranking in the top five, may be granted a discount of up to 30% on the tuition fee payable, upon the recommendation of the relevant Department Chair and the decision of the Graduate Education Institute Administrative Board.
(4) Students who register for the University's doctoral programs under the Academic Staff Training Scholarship and who document that they are not employed in any job are not charged tuition or meal fees. The compulsory general health insurance of these students is paid by the University. If these students stay in the University's Guesthouses or in dormitories affiliated with the Founding Foundation, they are not charged dormitory/guesthouse or meal fees. Students within the scope of this scholarship are required to participate full-time in the University's education, training, and research activities.
Thesis-based master's scholarship
ARTICLE 12 - (1) For each semester separately, throughout the normal duration of study of the relevant program, students who apply to and are admitted to the University's thesis-based master's programs and who meet the achievement conditions specified in the second and third paragraphs of this article are granted:
a) If at least five and at most nine students register for the relevant program, the first-ranked student receives a full tuition scholarship plus a cash scholarship in the amount determined by the University for the relevant year,
b) If 10 or more students register for the relevant program, the first-ranked student is granted a full tuition scholarship plus a cash scholarship in the amount determined by the University for the relevant year, and the second-ranked student is granted a full tuition scholarship.
Students entitled to these scholarships are determined by the Department Scientific Evaluation Board based on the general achievement grade evaluation criteria announced for the relevant program and semester, and are finalized upon the recommendation of the relevant Department Chair and the decision of the Graduate Education Institute Administrative Board.
(2) In order for a candidate to apply for the Thesis-Based Master's Scholarship, the candidate must:
a) have a score of at least 80 on ALES, or at least 156 on the GRE, or at least 590 on the GMAT.
b) have an undergraduate graduation grade point average of at least 3.00 out of 4.00.
c) If the language of instruction of the program is Turkish, the candidate must have a score of at least 70 on the YDS/YÖKDİL in the relevant foreign language, or an equivalent international foreign language score recognized by ÖSYM; if the language of instruction of the program is partly or wholly in a foreign language, the candidate must have a score of at least 80 on the YDS/YÖKDİL in the relevant foreign language, or an equivalent international foreign language score recognized by ÖSYM.
ç) For the Thesis-Based Master's Scholarship, foreign national students are not required to have an ALES, GRE, or GMAT examination score; however, if a candidate has a GRE or GMAT score, that score is converted into an ALES score for application. Candidates without a GRE or GMAT score are deemed to have an ALES score of 80. In calculating the general achievement score of foreign national students, 25% of the undergraduate graduation grade, 15% of the ALES score, 10% of the relevant foreign language score, and 50% of the science examination grade are taken into account. For candidates who graduated from undergraduate programs in countries where Arabic or English is the native or official language and whose language of instruction is the same as that of the program to be enrolled in, and who do not have a foreign language score, the language score is deemed to be 70.
d) The conversion of grades obtained under a different grading system to the 4-point system is carried out based on the Higher Education Council's table of "Equivalents of Grades in the 4-Point System to the 100-Point System."
(3) For students who do not meet the achievement conditions specified in the second and third paragraphs of this article, if at least 5 and at most 9 students register for the program in the relevant semester, students ranking in the top three by general achievement score, or, if 10 or more students register, students ranking in the top five, may be granted a discount of up to 30% on the tuition fee payable, upon the recommendation of the relevant Department Chair and the decision of the Graduate Education Institute Administrative Board.
Conditions for continuation of thesis-based master's and doctoral cash scholarships
ARTICLE 13 - (1) The minimum conditions to be met by students for the continuation of Thesis-Based Master's and Doctoral Scholarships are specified below:
a) failing, without valid excuse, to renew registration for one semester, failing to meet the minimum attendance requirement for registered courses, or failing to successfully complete their courses within the first 2 (two) semesters,
b) having a cumulative weighted grade point average below 3.00 at the end of the second semester.
c) failing to successfully complete the master's thesis by the end of the 4th (fourth) semester at the latest.
ç) failing to take the doctoral qualifying examination in the 3rd (third) semester, or failing the doctoral qualifying examination.
d) failing to defend the thesis proposal within six months following the doctoral qualifying examination, or having the thesis proposal rejected by the Thesis Monitoring Committee.
e) failing to submit a report to the Doctoral Thesis Monitoring Committee, failing to attend the thesis monitoring meeting, or receiving an unsuccessful evaluation of the thesis monitoring report.
f) failing to successfully complete the doctoral thesis by the end of the eighth semester at the latest.
(2) If a student receiving a cash scholarship suspends registration/is considered on leave, no cash scholarship payment is made for the relevant semester/year.
(3) Cash Scholarships are not granted during the Foreign Language Preparatory and Scientific Preparatory Program.
(4) Doctoral and Thesis-Based Master's Scholarships are granted only within the normal duration of study of the relevant program, and for nine months per year.
(5) Graduate cash scholarship amounts and increase rates are determined upon the recommendation of the Rector and the approval of the Board of Trustees.
(6) Doctoral and Thesis-Based Master's Scholarships end in the event of termination of ties with the University due to receiving a disciplinary penalty, withdrawal of registration, graduation, or similar reasons.
Discounts applied to employees of partner institutions
ARTICLE 14 - (1) A discount of up to 30% may be granted to students who are employed by partner public or private institutions or organizations and are admitted to graduate programs, within the scope of protocols concluded between the relevant institution or organization and the University Rectorate. However, if at least 10 students register for the University's graduate programs within the scope of protocols concluded with the relevant institutions and organizations, the discount rate may be raised by the Rector to up to 40%.
(2) A student may not benefit from more than one partner public or private institution or organization discount. In such a case, the student benefits from the higher of the institution or organization discounts.
FIFTH SECTION
Special Talent, Arts, Sports, and Support Scholarships
Scholarship committee
ARTICLE 15 - (1) The Scholarship Committee is composed of a Vice Rector appointed by the Rector as chair; at least three faculty members appointed by the Rector, one of whom must be from the Faculty of Sport Sciences; and the Secretary General, the Head of the Department of Health, Culture and Sports, the Head of the Department of Financial Affairs, the Head of the Department of Student Affairs, the International Office Coordinator, and a representative to be designated by the İlim Yayma Foundation. The rapporteurship of the Committee is carried out by the Head of the Department of Health, Culture and Sports.
(2) The duties and responsibilities of the Scholarship Committee are as follows:
a) to evaluate the University's scholarship strategies, criteria, and priorities each year and submit recommendations to the Rectorate,
b) to evaluate scholarship applications and decide on the allocation of scholarships, taking into account students' academic, social, sporting, and artistic achievements as well as their financial circumstances,
c) to monitor the status of students entitled to scholarships and to decide on the termination of a scholarship in cases contrary to the relevant provisions of this Directive,
ç) to work in coordination with the Department of Financial Affairs to ensure the proper use of the scholarship budget and to submit the annual budget requirement to the Rectorate,
d) to evaluate and decide on student objections regarding scholarship refusal or termination,
e) to submit a report to the Rectorate at the end of each academic year containing statistics on scholarships, resources used, and evaluation results.
(3) The Committee adopts its decisions by an absolute majority of the total number of members. In the event of a tie, the Chair's vote counts twice.
Sports scholarships and discounts
ARTICLE 16 - (1) The Sports Scholarship is granted to students who have achieved success in national or international sports competitions, documented by official certificates, or who officially document that they are licensed athletes, and who meet the conditions specified below, for a maximum of one year for optional foreign language preparatory programs, a maximum of two years for compulsory foreign language preparatory programs, and a maximum of seven years for undergraduate programs in the undergraduate program in which they are registered, without exceeding the maximum duration of study of the programs.
(2) Applications are reviewed by the Athlete Scholarship Preliminary Evaluation Committee, taking into account the level of sporting achievement and the validity of documents. The scholarship or discount rates proposed by the Preliminary Evaluation Committee as a result of the evaluation are finalized by decision of the University Scholarship Committee.
(3) Newly registering students are not required to have represented the University; however, for the scholarship or discount to continue, the student is required to actively fulfil their representation duties in the relevant branch from the following academic year onward.
(4) The status of students receiving the Sports Scholarship is evaluated at the end of each academic year by the Athlete Scholarship Preliminary Evaluation Committee, in line with the performance data of the Department of Health, Culture and Sports. If it is determined that a student no longer maintains active representation of the University team, the scholarship is terminated by decision of the University Scholarship Committee.
(5) The Athlete Scholarship Preliminary Evaluation Committee is formed by the Department of Health, Culture and Sports, consisting of two staff members from the Department of Health, Culture and Sports and two faculty members from the Faculty of Sport Sciences. The rapporteurship of the Committee is carried out by a staff member appointed by the Department of Health, Culture and Sports. The Committee is chaired by a faculty member appointed by the Dean's Office.
(6) Candidates newly entitled to register at the University must submit their scholarship or discount applications, together with a wet-signed petition and the relevant documents, to the Department of Health, Culture and Sports within five working days of the date of announcement of the placement results at the latest; students who achieve success in sports branches or update their rankings while enrolled must apply by no later than the course registration week of the following academic year's fall semester.
(7) For the Sports Scholarship to be applicable, the relevant sports branch must be included in the official competition calendar of the Turkish University Sports Federation. The scholarship and discount rates to be granted to athletes, according to their level of sporting achievement, are as follows:
a) Athletes who participate in the Olympic Games, Paralympic Games, or Youth Olympic Games receive a 100% scholarship for as long as they remain active licensed athletes in the relevant branch.
b) Athletes who participate in the finals of the European and World Championships in the senior, under-23, junior, and youth categories of Olympic and Paralympic sports branches, or in the finals of the European and World Cups in the senior, under-23, junior, and youth categories of sports branches for which no European or World Championship is held, receive a 100% scholarship for as long as they remain active licensed athletes in the relevant branch.
c) Students who win a medal representing the University at World University Championships or World University Games organized by the International University Sports Federation (FISU) receive a 100% scholarship.
ç) Among students who win a medal representing the University at European University Championships or European University Games organized by the European University Sports Association (EUSA): athletes who win first place receive a 100% scholarship, athletes who win second place receive a 90% discount on the tuition fee payable, and athletes who win third place receive an 80% discount.
d) Among students who win a medal at championships organized by the International School Sport Federation (ISF): athletes who win first place receive a 100% scholarship, athletes who win second place receive a 90% discount on the tuition fee payable, and athletes who win third place receive an 80% discount.
e) Athletes who win a medal at the Mediterranean Games, Islamic Solidarity Games, or Balkan Championships, in international competitions and tournaments in which at least eight countries' athletes participate in individual sports branches, or at least eight countries' teams participate in team sports, receive a 100% scholarship.
f) Students who have been part of the national team squad within the last four years, have participated in official competitions, and continue to be active licensed athletes in the relevant branch, may, for as long as they remain in the University's team in the branch in which they are a national athlete, receive: for holders of a Class A or Class B National Athlete Certificate, a discount of up to 100% on the tuition fee payable; for holders of a Class C National Athlete Certificate, provided they have participated in international competitions or tournaments involving national teams of at least six countries in individual competitions or at least four countries in team competitions, a discount of up to 75% on the tuition fee payable.
g) Students who document that they have been an active licensed member of the A team or the Youth/Junior teams of Super League, first, second, third division, or lower-division league teams for at least one year and have played in official competitions may, provided they participate in the University team, receive a discount on the tuition fee payable of up to 75% for Super League teams, up to 60% for first or second division league teams, and up to 30% for third division or lower-division teams.
ğ) Athletes competing in Olympic sports branches without league structures who document that they have been active licensed athletes for at least one year within the last three years at the highest level of the relevant branch (Senior or Category A), and who have participated in official competitions, and athletes who document that they have been active licensed athletes for at least one year at one level below the relevant branch (Junior or Category B) and have participated in official competitions, may, for as long as they remain in the University's school team in the relevant branch, receive a discount of up to 50% on the tuition fee payable.
h) Among athletes who ranked in the top three nationally, individually or as a team, within the last three years at the Turkey Inter-Club Championships or Turkey Inter-High School Championships, for as long as they remain in the University's school team in the relevant branch, on the tuition fee payable: athletes who won first place receive a discount of up to 50%, athletes who won second place receive a discount of up to 40%, and athletes who won third place receive a discount of up to 30%.
ı) Athletes who are part of the University team and become champions, individually or as a team, in the top category of championships coordinated by the University Sports Federation receive, for the following academic year, a discount on the tuition fee payable of: 50% for first place, 40% for second place, and 30% for third place.
(8) The Sports Scholarship is terminated, without reinstatement, by decision of the University Scholarship Committee, upon the recommendation of the Department of Health, Culture and Sports and the opinion of the Athlete Scholarship Preliminary Evaluation Committee, if any of the following circumstances is established:
a) having a cumulative weighted grade point average that falls below 2.00 at the end of the academic year,
b) having received a disciplinary penalty,
c) the student voluntarily leaving the University team.
(9) In the case of indiscipline or insufficient performance, a written warning is sent to the student by the Committee, based on a written report submitted to the Sports Scholarship Preliminary Evaluation Committee by the team's coach. If the student does not begin fulfilling their obligations or does not make the necessary improvement in performance within the semester or year in which the warning is notified, the scholarship is terminated, without reinstatement, by decision of the University Scholarship Committee, upon the recommendation of the Athlete Scholarship Preliminary Evaluation Committee.
(10) Whether the scholarships of students who are unable to continue sports activities in the relevant semester or year due to an injury sustained during university competitions or training processes will continue is decided by the University Scholarship Committee, upon the evaluation and recommendation of the Sports Scholarship Preliminary Evaluation Committee.
Fine arts scholarships and discounts
ARTICLE 17 - (1) The Fine Arts Scholarship is awarded to students who have earned the right to register for the University's undergraduate programme in Music Teaching and who meet at least one of the conditions set out below; it is granted following an evaluation of the special aptitude examination result, the content of the application file and supporting documents, upon the proposal of the Special Aptitude Examination Committee and by decision of the Faculty of Education Executive Board, for a maximum of one year for optional foreign language preparatory programmes, a maximum of two years for compulsory foreign language preparatory programmes and a maximum of seven years for undergraduate programmes, without exceeding the maximum period of study for the programmes.
(2) Official documents relating to scholarship eligibility or artistic achievements must be submitted at the time of application to the University. Artistic achievements must be substantiated only by official documents, competition or festival certificates, concert/event participation certificates, and verifiable written documents issued by art institutions or authorized organizations. Verbal statements, informal correspondence, or unverifiable documents are not accepted.
(3) Candidates who demonstrate outstanding talent in artistic performance, technical proficiency, originality, and development potential during the Special Talent Examination receive a 100% scholarship.
(4) Candidates who graduate from music-related fields of Fine Arts High Schools receive a 50% discount on the tuition fee payable.
(5) Candidates who graduate from other high schools or fields may, if they document that they have achieved a ranking in national or international competitions and can substantiate their artistic performances and achievements, receive a discount of up to 50% on the tuition fee payable.
(6) Students who, while enrolled, achieve a ranking representing the University in composition or performance competitions organized by national or international official institutions and organizations receive, effective from the following academic year: a 100% scholarship for first place, a 50% discount on the tuition fee payable for second place, and a 25% discount for third place.
(7) Fine arts scholarships and discounts are continued by decision of the faculty administrative board or are terminated, without reinstatement, in the cases specified below.
a) having a cumulative weighted grade point average that falls below 2.00 at the end of the academic year,
b) failing to renew registration for one semester in undergraduate programs, or for one quarter/level in the compulsory foreign language preparatory program,
c) having received a disciplinary penalty,
d) transferring internally or externally to another institution.
(8) This scholarship may not be used by students who, while studying in any undergraduate program of the University, were placed by retaking the examination, nor by students who previously graduated from any formal undergraduate program.
Support scholarship
ARTICLE 18 - (1) The Support Scholarship is a cash scholarship granted according to criteria determined by the Scholarship Committee, based on a joint evaluation of the student's financial need and academic achievement. The scholarship is valid for one academic year and is paid monthly over a period of nine months.
(2) In order to apply for the Support Scholarship, the student must be an active student in the program in which they are registered, must not have suspended registration, must not have received any disciplinary penalty, and must be able to document their need for financial support. To document financial circumstances, documents relating to the family's income level, an SGK (Social Security Institution) status certificate, a social service report, an orphan or martyr's relative certificate, a disability or medical report, the number of students in the family, or documents relating to similar special circumstances may be taken into account.
(3) Applications are accepted online during the course registration period of the fall semester of each academic year. Applications are evaluated by the Scholarship Committee within fourteen days at the latest from the final application date. The list of students found eligible for a scholarship is submitted by the Committee for the approval of the Rectorate.
(4) The monthly scholarship amount may not exceed the lowest YKS Ranking Scholarship amount determined by the University. Payments are made to the bank account notified by the student, no later than the third week of each month. Support Scholarship payments begin as of October of the relevant academic year.
(5) The scholarship payment is terminated by the Department of Financial Affairs if any of the following circumstances occurs:
a) having received a disciplinary penalty,
b) suspending registration/being considered on leave,
c) it being established that an incorrect or misleading statement was made at the time of application,
ç) having their ties with the University terminated,
d) failing to renew registration for one semester in undergraduate programs, or for one quarter/level in the compulsory foreign language preparatory program.
(6) The Support Scholarship granted on the basis of need to a student who transfers internally to a different undergraduate program continues.
Special donation scholarships
ARTICLE 19 - (1) Donations made by natural or legal persons to support University students are used either as a discount on the tuition fee payable by students or as a cash payment to the student.
(2) The students to whom these scholarships will be granted, the discount rates to be applied, and the cash amounts to be paid are determined by decision of the University Scholarship Committee in accordance with the scope of the donation. The total of these scholarships and discounts may not exceed the amount allocated for the purpose of the donation.
(3) The principles relating to the use of donations are determined in accordance with the donor's conditional donation, or, where the donor does not stipulate any condition, by the University Scholarship Committee.
SECTION SIX
Other Scholarships
Preference discounts
ARTICLE 20 – (1) Students who select the full-fee, 25% discounted or 50% discounted quotas of our University's undergraduate programmes among their first five preferences and are placed by OSYM in one of these preferences are granted a preference discount at the following rates according to the programme in which they register:
a) Students placed in one of the following undergraduate programs through their first preference receive a 40% discount on the tuition fee; those placed through their 2nd, 3rd, 4th, or 5th preference receive a 35% discount:
1) Arabic Language Teaching,
2) Elementary Mathematics Teaching,
3) Sociology,
4) History,
5) Turkish Language and Literature,
6) Islamic Sciences,
7) Islamic Economics and Finance,
8) Food Engineering,
9) Health Management,
10) Social Work.
11) Physical Education and Sports Teaching
12) Sports Management
b) Students placed in one of the following undergraduate programs through their first preference receive a 30% discount on the tuition fee; those placed through their 2nd, 3rd, 4th, or 5th preference receive a 25% discount:
1) Preschool Teaching,
2) Guidance and Psychological Counseling,
3) Primary School Teaching,
4) Turkish Language Teaching,
5) Political Science and International Relations,
6) Architecture.
c) For all other undergraduate programs, students placed through their first preference receive a 20% discount on the tuition fee, and those placed through their 2nd, 3rd, 4th, or 5th preference receive a 15% discount.
(2) Preference discounts are granted for a maximum of one year for optional foreign language preparatory programs, a maximum of two years for compulsory foreign language preparatory programs, and a maximum of seven years for undergraduate programs in the program in which the student is registered, without exceeding the maximum duration of study of the programs.
(3) The preference discount may not be used by students who, while studying in any undergraduate program of the University, had their ties with the University terminated in the academic year preceding the academic year in which they were placed by ÖSYM, and who were subsequently placed by ÖSYM in the same or a different undergraduate program of the University by retaking the examination, nor by students who previously graduated from any formal undergraduate program.
Transfer scholarship
ARTICLE 21 - (1) If the central placement score of a student wishing to make an inter-institutional or internal transfer to a University undergraduate program, obtained in the year they registered for their previous undergraduate program, is equal to or higher than the base score of the scholarship-holding or discounted program of the undergraduate program they wish to transfer to at the University in the same year, the student is placed, within the framework of the "Regulation on the Principles of Transfer Between Associate and Undergraduate Level Programs in Higher Education Institutions, Double Major, Minor, and Inter-Institutional Credit Transfer" and the "Procedures and Principles Determined by the Higher Education Executive Board," into the scholarship-holding or discounted program corresponding to the ÖSYM score of the undergraduate program they wish to transfer to at the University in the relevant year, at the corresponding scholarship/discount rate. Students who transfer between institutions or between programs on the basis of CGPA and whose ÖSYM score is insufficient are registered in the fee-paying program.
a) Scholarships and discounts granted to a student who transfers are granted for a maximum of one year for optional foreign language preparatory programs, a maximum of two years for compulsory foreign language preparatory programs, and a maximum of seven years for undergraduate programs in the undergraduate program in which the student is registered, without exceeding the maximum duration of study of the programs.
b) When calculating the periods of study and scholarship eligibility of a student who transfers between institutions or internally to an equivalent program, the periods spent by the student in their previous program are included in these calculations.
c) The periods of study and scholarship eligibility of a student who transfers between institutions or internally to a different program are recalculated by deducting the class level at which the student's adaptation was made from the maximum duration of study of the new program to which the student was admitted.
(2) Students who transfer internally within the University may not benefit from scholarships and discounts specific to their previous program, such as placement scholarships and discounts, the academic achievement scholarship, or preference discounts. However, these scholarships and discounts are preserved for students who transfer internally to the same program due to a change of language.
(3) Students who exercise their right to return following a transfer are allowed to benefit from the placement scholarship and discounts they were entitled to under the program prior to the transfer, taking into account the remaining periods.
(4) Students who have previously graduated from any formal undergraduate program may not benefit from this scholarship.
Double major and minor scholarships
ARTICLE 22 - (1) Students receive full-tuition scholarships throughout the maximum duration of study of the double major program in which they are registered.
(2) Students receive full-tuition scholarships throughout the maximum duration of study of the minor program in which they are registered.
Hafız (Qur'an memorization) scholarship
ARTICLE 23 - (1) The Hafız Scholarship is granted to students who, as a result of the central placement examination conducted by ÖSYM, register for the University's undergraduate programs as scholarship-holding, discounted, or fee-paying students (excluding those placed through YKS Supplementary Placement and Supplementary Score, and those registered through DGS, DGS Supplementary Placement, YÖS, or transfer registration types), and who hold a Certificate of Hafız issued by the Presidency of Religious Affairs, as follows, among those who:
a) LANGUAGE score type: to those ranking within the top 35.000 in undergraduate programmes admitting students with this score type,
b) VERBAL score type: to those ranking within the top 80.000 in undergraduate programmes admitting students with this score type; and within the top 250.000 in Islamic Sciences undergraduate programmes,
c) EQUAL WEIGHT and QUANTITATIVE score types: students ranking in the top 130,000 by achievement ranking in undergraduate programs accepting students under these score types,
are granted the scholarship throughout the maximum duration of study of the program in which they are placed.
(2) The Hafiz Scholarship is applied for a maximum of one year for optional foreign language preparatory programmes, a maximum of two years for compulsory foreign language preparatory programmes and a maximum of seven years for undergraduate programmes, without exceeding the maximum period of study for the relevant programme.
(3) Students who register as scholarship-holders in the University's undergraduate programs as a result of the central placement examination conducted by ÖSYM and who are entitled to the Hafız Scholarship are granted a Support Scholarship throughout the maximum duration of study of the program.
(4) The Hafız Scholarship application must be submitted to the Directorate of Student Affairs, together with a scholarship application petition and its attachments, before the tuition fee is paid, during the registration dates announced for the initial YKS placement of the relevant year. The scholarship of students who do not apply within the specified period is applied starting from the following academic semester or year.
(5) Students who complete their memorization of the Qur'an while studying in any undergraduate program of the University and submit a Certificate of Hafız issued by the Presidency of Religious Affairs are granted a Support Scholarship upon request, provided they meet the conditions under this article.
(6) This scholarship, in the case of the student:
a) having a cumulative weighted grade point average that falls below 2.00 at the end of the academic year,
b) failing to renew registration for one semester in undergraduate programs, or for one quarter/level in preparatory programs,
c) having received a disciplinary penalty,
ç) transferring internally or externally to another institution,
d) having their ties with the University terminated,
shall be terminated and not reinstated.
(7) This scholarship may not be used by students who, while studying in any undergraduate program of the University, had their ties with the University terminated in the academic year preceding the academic year in which they were placed by ÖSYM, and who were subsequently placed by retaking the examination, nor by students who previously graduated with an undergraduate degree from any formal higher education institution.
(8) The tuition fees of students who meet the conditions under this article and are placed in discounted or fee-paying quotas are covered by the Founding Foundation. These students are treated as fully scholarshipped, and these scholarships are financed by the Founding Foundation.
Sibling and spouse scholarships
ARTICLE 24 - (1) A 10% discount is applied to the tuition fee payable by each sibling and spouse studying at the same level of a major diploma program at the University. This discount is applied for the year/semester in which the students are simultaneously active students.
(2) Students entitled to both a sibling and a spouse scholarship at the same time may benefit from only one of them.
(3) In order to benefit from this scholarship, newly registering students must apply to the Directorate of Student Affairs with a wet-signed petition, before paying their tuition fees, during the announced registration dates; existing students must do so during their registration renewal dates. The scholarships of students who do not apply by the specified dates are applied starting from the following academic semester/year.
Martyr and veteran scholarships
ARTICLE 25 - (1) Among students placed and registered as a result of the central placement examination in the University's undergraduate programs, spouses and children of martyrs receive a 100% scholarship, and veterans themselves, their spouses, and children receive a 50% discount on the tuition fee payable.
(2) In order to benefit from this scholarship, newly registering students must apply to the Directorate of Student Affairs with a wet-signed petition, before paying their tuition fees, during the announced registration dates; existing students must do so during their registration renewal dates. The scholarships of students who do not apply by the specified dates are applied starting from the following academic semester/year.
(3) The document showing that the student's parent is a martyr/veteran, or that the student is personally a veteran, must be obtained from the Force Command, the General Command of the Gendarmerie, the Social Security Institution, or the e-Government System to which the martyr or veteran belonged.
(4) These scholarships are granted for a maximum of one year for optional foreign language preparatory programs, a maximum of two years for compulsory foreign language preparatory programs, and a maximum of seven years for undergraduate programs in the program in which the student is registered, without exceeding the maximum duration of study of the programs.
(5) These scholarships, in the case of the student's:
a) cumulative weighted grade point average falling below 2.00 at the end of the academic year,
b) failing to renew registration for one semester in undergraduate programs, or for one quarter/level in the compulsory foreign language preparatory program,
c) having received a disciplinary penalty,
ç) transferring internally or externally to another institution,
d) having their ties with the University terminated,
shall be terminated and not reinstated.
(6) This scholarship may not be used by students who, while studying in any undergraduate program of the University, had their ties with the University terminated in the academic year preceding the academic year in which they were placed by ÖSYM, and who were subsequently placed by retaking the examination, nor by students who previously graduated with an undergraduate degree from any formal higher education institution.
Staff scholarships
ARTICLE 26 - (1) A 45% discount is applied, within the normal duration of study of the program, to the tuition fee payable by staff members employed on a permanent basis at the University (having completed at least one year of service) who register for one of the University's graduate programs.
(2) A 50% discount is applied to the tuition fee payable by the spouses and children of staff members employed on a permanent basis at the University who register for one of the University's undergraduate or graduate programs.
(3) These scholarships are applied for as long as the relevant staff member continues to be employed at the University.
(4) The University's permanent research assistants study on a full-tuition scholarship basis for one additional semester beyond the normal duration of study of the program in thesis-based master's programs, and for two additional semesters beyond the normal duration of study of the program in doctoral programs. Outside these periods, they register for their thesis by paying one (1) course fee determined by the University for the relevant semesters.
(5) In order to benefit from this scholarship, newly registering students must apply to the Directorate of Student Affairs with a wet-signed petition, before paying their tuition fees, during the announced registration dates; existing students must do so during their registration renewal dates. The scholarships of students who do not apply by the specified dates are applied starting from the following academic semester/year.
(6) A staff member and their relatives may each benefit from this scholarship only once, separately.
(7) Staff employed on an hourly basis, under temporary employment contracts, or through service procurement are not eligible for this scholarship.
Founding Foundation and İlim Yayma Cemiyeti Scholarships
ARTICLE 27 - (1) For staff on the payroll of the İlim Yayma Vakfı and İlim Yayma Cemiyeti who have completed at least one year of service, provided that they submit an employment certificate obtained from the relevant institution's Head Office/Directorate and an SGK service record obtained from the E-Devlet system;
a) if they enroll in undergraduate programs, a 45% discount is applied, for their spouse and children, on the tuition fee payable,
b) if they enroll in graduate programs, a discount of 35% for themselves and 45% for their spouse and children is applied on the tuition fee payable.
The requirement of at least one year of employment does not apply to the discount granted to spouses and children.
(2) For those serving on the Board of Trustees, Board of Directors, or Supervisory Board of the central or provincial organizations of the İlim Yayma Vakfı and İlim Yayma Cemiyeti, provided that they submit a letter obtained from the relevant institution's Head Office, the following applies to these individuals;
a) if they enroll in undergraduate programs, a 45% discount is applied on the tuition fee payable, for their spouse and children,
b) if they enroll in graduate programs, a discount of 35% for themselves and 45% for their spouse and children is applied on the tuition fee payable,
a discount is applied.
(3) A 10% discount is applied on the tuition fee payable for those who have resided for at least one full academic year in secondary education or university preparatory dormitories of the İlim Yayma Vakfı and İlim Yayma Cemiyeti, if they become University students, provided that this is documented by an official letter obtained from the relevant institution's Head Office/Directorate General.
(4) These scholarships are granted for a maximum of one year for optional foreign language preparatory programs, a maximum of two years for compulsory foreign language preparatory programs, and a maximum of seven years for undergraduate programs in the program in which the student is registered, without exceeding the maximum duration of study of the programs.
(5) Students who meet more than one scholarship condition under this article may benefit only from the highest scholarship.
(6) This scholarship, in the case of the student:
a) having a cumulative weighted grade point average that falls below 2.00 at the end of the academic year,
b) failing to renew registration for one semester in undergraduate programs, or for one quarter/level in the compulsory foreign language preparatory program,
c) having received a disciplinary penalty,
ç) transferring out of the institution through horizontal transfer,
d) having their ties with the University terminated,
e) the departure of the staff member entitling them to the scholarship from the relevant institution,
shall be terminated and not reinstated.
(7) In order to benefit from this scholarship, students who will newly enroll at the University must apply to the Department of Student Affairs with a wet-signed petition before paying their tuition fees, within the announced registration dates, and current students must do so within the registration renewal dates. Scholarships for students who do not apply within the specified dates will be applied starting from the following academic semester/year.
Maarif Vakfı Staff Relative Scholarship
ARTICLE 28 - (1) For staff on the payroll of the Maarif Vakfı who have completed at least one year of service, provided that they submit an employment certificate obtained from the relevant institution's Head Office/Directorate and an SGK service record obtained from the E-Devlet system;
a) if they enroll in undergraduate programs, a 30% discount is applied on the tuition fee payable, for their children.
(2) These scholarships are granted for a maximum of one year for optional foreign language preparatory programs, a maximum of two years for compulsory foreign language preparatory programs, and a maximum of seven years for undergraduate programs, in the program in which the student is enrolled, provided that the maximum study period of the programs is not exceeded.
(3) This scholarship shall be discontinued if the student:
a) having a cumulative weighted grade point average that falls below 2.00 at the end of the academic year,
b) failing to renew registration for one semester in undergraduate programs, or for one quarter/level in the compulsory foreign language preparatory program,
c) having received a disciplinary penalty,
ç) transferring out of the institution through horizontal transfer,
d) having their ties with the University terminated,
e) the departure of the staff member entitling them to the scholarship from the relevant institution,
shall be terminated and not reinstated.
(5) In order to benefit from this scholarship, students who will newly enroll at the University must apply to the Department of Student Affairs with a wet-signed petition before paying their tuition fees, within the announced registration dates, and current students must do so within the registration renewal dates. Scholarships for students who do not apply within the specified dates will be applied starting from the following academic semester/year.
SECTION SEVEN
Miscellaneous and Final Provisions
Cases not covered by provisions
ARTICLE 29 - (1) Matters not regulated in this Directive shall be decided by the Board of Trustees.
Entry into force
ARTICLE 30 - (1) This Directive shall enter into force as of the 2025-2026 academic year, following the decision of the University Senate and the approval of the Board of Trustees, and shall apply to all students.
Execution
ARTICLE 31- (1) The provisions of this Directive shall be executed by the Rector.
Provisional Article - (1) For students who enrolled at the University before the 2023-2024 academic year, the provisions of the Scholarship Directive in effect in the year of enrollment regarding “academic achievement” and “sports” scholarships and discounts shall continue to apply.
(2) For students who were placed at the University as a result of the central placement examination and enrolled, the “preference discount rates” of the Scholarship Directive in effect in the year of enrollment shall continue to apply
