A. PROCEDURES AND PRINCIPLES FOR FALL SEMESTER APPLICATIONS

1. As set out in the Student Selection and Placement System Higher Education Programs and Quotas Guide (ÖSYS)/Higher Education Institutions Examination (YKS)/Special Talent Examination (ÖZYES) Guide;

a) candidates who have enrolled in higher education institutions in Türkiye or the TRNC through central placement or with the ÖSYS/YKS/ÖZYES score of the relevant year and a special talent examination, and

b) candidates who have enrolled in higher education institutions abroad after being placed through central placement by ÖSYM

may apply,

c) candidates who have enrolled in other higher education institutions abroad that are not listed in the ÖSYS/YKS/ÖZYES Guide, or who have enrolled in a program that is not listed in the Guide even though the higher education institution itself is listed, may not apply. (Students who were placed with an ÖSYS/YKS/ÖZYES score in a higher education program listed in the Student Selection and Placement System Higher Education Programs and Quotas Guide but who began their studies at other higher education institutions abroad by their own means without enrolling, or who took the ÖSYS/YKS/ÖZYES without selecting any higher education program and began their studies at higher education institutions abroad by their own means and hold student status, may not apply under the aforementioned article.)

B. PROCEDURES AND PRINCIPLES FOR SPRING SEMESTER APPLICATIONS

1. Candidates who have enrolled in higher education institutions in Türkiye that are listed in the Student Selection and Placement System Higher Education Programs and Quotas Guide (ÖSYS/YKS/ÖZYES) may apply; candidates who have enrolled in other higher education institutions abroad, whether or not listed in the ÖSYS/YKS/ÖZYES Guides, may not apply. (Students who were placed with an (ÖSYS/YKS/ÖZYES) score in a higher education program in Türkiye but who began their studies at higher education institutions abroad by their own means without enrolling, or who took the ÖSYS/YKS/ÖZYES without selecting any higher education program in Türkiye and began their studies at higher education institutions abroad by their own means and hold student status, may not apply under the aforementioned article.)

Students in the following situations may not apply for transfer:

  • Those whose ÖSYS/DGS central placement score in the year of their enrollment is lower than that year's base score of the undergraduate program to which they wish to transfer,

  • Those who were placed in the higher education institutions designated by ÖSYM but did not enroll,

  • Those who enrolled under the principles for the admission of students from abroad,

  • Those who have previously transferred with a central placement score, (Candidates who have previously transferred with a central placement score may return, in subsequent application periods, to the program in which they enrolled as a result of ÖSYS central placement.)

  • Those enrolled at military higher education institutions.

Transfer with a DGS score;

  • In order for a student who enrolled at the University through the DGS to apply for a transfer, the undergraduate program to which they wish to transfer must be listed among the "Undergraduate Programs Available for Vertical Transfer by Associate Degree Graduation Field" published by ÖSYM in the year they took the examination.

General Cases:

  • Having suspended enrollment or not having renewed enrollment in the relevant semester is not an obstacle to applying for a transfer.

  • If the program to which the candidate wishes to transfer did not admit students in the year the candidate enrolled in their current program, no application can be made, since no base score was formed for that program.

  • Applications cannot be made to undergraduate programs that admit students through a special talent examination (except for students who enrolled through the ÖZYES).

  • Students who were placed and enrolled through the ÖZYES may transfer, with the ÖZYES scores of their year of enrollment, to other programs that admitted students through the ÖZYES in the relevant year, provided that they meet the ÖZYES central placement score of the higher education programs to which they wish to transfer.

  • Candidates at military higher education institutions may not apply for transfer with a central placement score.

Foreign Language Proficiency:

For transfer to programs whose language of instruction is wholly or partly a foreign language, the student must meet the foreign language requirement set by the relevant higher education institution; those who have already completed two years of preparatory class education in the program in which they are enrolled cannot take preparatory class education again,

a) Students who cannot meet the foreign language requirement set by the relevant higher education institution and who have not previously received two years of preparatory class education may transfer from a program taught in Turkish to a program with the same name taught wholly or partly in a foreign language (for example, from the Business Administration (Turkish) program to the Business Administration (English) program) no later than before the start of the second year of study, and these students may receive foreign language preparatory education (those who have previously received one year of preparatory class education may receive at most one more year of preparatory class education),

b) In transfers from a program taught in Turkish to a differently named program taught wholly or partly in a foreign language (for example, from the Physiotherapy and Rehabilitation (Turkish) program to the Mechanical Engineering (English) program), students who meet the conditions set out in these procedures and principles may transfer regardless of the semester in which they are enrolled, and those among them who cannot meet the foreign language requirement set by the relevant higher education institution and who have not previously received two years of preparatory class education may receive preparatory class education (those who have previously received one year of preparatory class education may receive at most one more year of preparatory class education),

Candidates who have exhausted the maximum period in the Compulsory Foreign Language Preparatory Program and are therefore subject to dismissal may apply only to programs whose language of instruction is Turkish.

A document demonstrating foreign language proficiency must be submitted for applications to programs taught wholly or partly in a foreign language. Candidates who do not have such a document must take the Foreign Language Placement and Proficiency examinations to be held by our University's Foreign Languages Coordinatorship.

Pursuant to Additional Article 1 of the Council of Higher Education's "Regulation on the Principles of Transfer between Associate and Undergraduate Degree Programs at Higher Education Institutions, Double Major, Minor and Inter-Institutional Credit Transfer" and the "Spring Semester Additional Article 1 Implementation Principles" for the fall semester of the 2026-2027 academic year, for each year of the normal period of study of each active undergraduate program of our University (including compulsory foreign language preparatory classes) an Additional Article 1 Transfer Quota has been allocated from the "Student Selection and Placement System Guide" of the relevant year, equal to 30% of the total student quota stipulated therein.
