Inter-Institutional Transfer Applications for the Fall Semester of the 2026-2027 Academic Year
Detailed information about the Inter-Institutional Transfer quotas for our University's undergraduate programmes, the application and assessment calendar, and the application and admission requirements is provided below.
Applications are made online via the Student Information System. Students wishing to make an inter-institutional transfer to our University's undergraduate programmes in the fall semester of the 2026-2027 academic year must, by 24 July 2026 at the latest, register with the Application System and thereby complete the Application Form.
Full or Partial Scholarship Opportunity for Transfer to IZU
If the central placement score of a student wishing to transfer to one of our University's undergraduate programmes, in the year in which they enrolled in their previous undergraduate programme, is equal to or higher than the minimum score for the full or partial scholarship version of the undergraduate programme they wish to transfer to at our University in the same year, the student is placed, at the relevant scholarship rate, in the full or partial scholarship programme corresponding to the ÖSYS score for that year of the undergraduate programme they wish to transfer to at our University.

1. Inter-Institutional Transfers are carried out between equivalent diploma programmes at the same level and within the framework of the quotas published by the Council of Higher Education.
2. Inter-institutional transfer is not possible to the Foreign Language Preparatory Class or to the first two or last two semesters of undergraduate programmes. Inter-institutional transfers may only be made to the second and third years of undergraduate programmes.
3. In order to apply for an inter-institutional transfer, a student's weighted grade point average must be at least 60/100 (2.29/4.00).
4. In order for a student to transfer from open or distance education to formal education, their weighted grade point average must be at least 80/100 (3.15/4.00).
5. Students wishing to make an inter-institutional transfer to programmes subject to a success ranking requirement in the Higher Education Institutions Exam (YKS) guide, such as Medicine, Law, Engineering, Architecture and Teacher Training, must have an ÖSYS success ranking in the relevant score type that is equal to or higher than the minimum success ranking required by YÖK for the relevant year. (The success ranking of the placement score without additional points is taken into account.)
6. Students applying for an inter-institutional transfer to undergraduate programmes that admit students through a Special Aptitude Exam must, in addition to the other requirements, also pass the aptitude exam held by the University.

NOTE:
1- If the central placement score of a student wishing to transfer to one of our University's undergraduate programmes, in the year in which they enrolled in their previous undergraduate programme, is equal to or higher than the minimum score for the full or partial scholarship version of the undergraduate programme they wish to transfer to at our University in the same year, the student is placed, at the relevant scholarship/discount rate, in the scholarship or discounted programme corresponding to the ÖSYS score for that year of the undergraduate programme they wish to transfer to at our University.
2- The student's scholarship/discount rate is determined by taking into account the minimum and maximum scores given in the links above.
3- Candidates who will choose our University's undergraduate programmes on the basis of their YKS or DGS results should take into account the minimum and maximum scores published at https://www.izu.edu.tr/aday-ogrenci/kontenjan-puanlar .

7. Course contents and the eight-semester curriculum; an official document from the institution the applicant is leaving showing the contents of the courses listed on their transcript, if any, and the courses taught in the programme, (may be wet-signed or electronically signed)
8. Students transferring from abroad must, in addition to the documents listed above, provide;
a) An Entry-Exit Record obtained via the e-Devlet Gateway for the years they studied abroad, together with a photocopy of the page of their passport containing their photograph and identity details. (The Entry-Exit Record can be obtained at https://www.turkiye.gov.tr/emniyet-yurda-giriscikis-belge-sorgulama.)
b) A document indicating whether the higher education institution abroad is recognised. (The School Recognition Certificate can be obtained at https://www.turkiye.gov.tr/yok-okul-tanima-belgesi-sorgulama.)
c) Students who graduated from high schools abroad must provide a High School Equivalency Certificate obtained from the Provincial/District Directorates of National Education or from Türkiye's representations abroad.
1. Applications are assessed by a commission appointed by the relevant Dean's Office and finalised by a decision of the Faculty Board of Management.
2. Applications are assessed by including in the calculation the candidates' weighted grade point average, their performance in any common courses, and 40% of their ÖSYS/YKS score in the relevant score type for the year in which they enrolled at the University. In calculations for the transfer applications of students who enrolled through the DGS, the YKS minimum score for the relevant year at the University from which the student came for the undergraduate programme they entered via the DGS is used.
3. When calculating the overall success score, the weighted grade point averages of all candidates are converted on the basis of the Council of Higher Education's "Equivalents of Grades in the 4-Point System in the 100-Point System" table.
4. If the number of applications exceeds the quota, principal and substitute candidates equal in number to the quota are determined and announced, starting from the candidate with the highest overall achievement score.
5. In the event that candidates have equal overall achievement scores, priority is given to the candidate with the higher ÖSYS/YKS score.
Final registration procedures for candidates to be admitted to our University's undergraduate programs through transfer for the fall semester of the 2026-2027 academic year will be carried out between 10-14 August 2026.
Candidates who do not pay their tuition fee or arrange an installment plan within these dates, as well as those who do not submit the documents required for registration to the Directorate of Student Affairs, shall be deemed to have waived their right to become a student of our University and may not claim any rights.
IMPORTANT:
Enrolment cannot be completed with missing documents. Furthermore, if it emerges that a person has enrolled with incorrect information or declarations or with forged or incomplete documents, their enrolment is cancelled, all rights they have acquired through this enrolment are annulled and legal proceedings are initiated against those concerned.

13-For students who will register for the Physical Education and Sports Teaching undergraduate program, a doctor's report to be obtained from a health institution (a public or private health institution) bearing the statement “There is no health-related impediment to studying at the Faculty of Sport Sciences”,
14- For national athletes who will register for the Physical Education and Sports Teaching undergraduate program, the original or a photocopy of the National Athlete Certificate obtained from the relevant Federations and the Ministry of Youth and Sports of the Republic of Türkiye, (signed at least by the relevant Director General or Deputy Director General)
15- Students transferring from abroad must submit, in addition to the documents listed above;
a) The Entry-Exit Document obtained through the e-Government Gateway covering the years of study abroad, together with a photocopy of the passport page bearing the photograph and identity information, (The Entry-Exit Document https://www.turkiye.gov.tr/emniyet-yurda-giriscikis-belge-sorgulama can be obtained at the address.) NOTE:
a) Scholarships and discounts granted to students who transfer between institutions on the basis of their weighted grade point average continue throughout the maximum period of study of the undergraduate program in which they enroll.
b) When calculating the maximum period of study of a student who transfers between institutions on the basis of the weighted grade point average, the time the student spent in their previous program is included in this calculation.
c) A student who transfers between institutions on the basis of the weighted grade point average is placed in the year for which they applied for the transfer.

(1) A student who has previously studied at any higher education institution whose equivalence is recognised by the Council of Higher Education may request exemption for the courses they have taken and passed at that institution by applying with a petition to the secretariat of the relevant faculty/department together with the original transcript and course contents. Documents obtained from higher education institutions abroad (excluding universities in the Turkish Republic of Northern Cyprus) must be certified with an apostille. A student may not request exemption with a document that has not been apostilled.
(2) The student must submit the exemption request within five working days at the latest from the date of their enrolment at the university. Exemption requests made at later dates, or requests for the cancellation of exemption/adaptation procedures already carried out, are not accepted.
(3) The student's exemption request is evaluated by the adaptation committee to be formed by the relevant deanship/directorate, and is finalised by a decision of the relevant executive board following the adaptation process.
(4) Students granted course exemption may, with the approval of their academic advisor and in accordance with the course registration rules, take courses from a higher year up to the amount of ECTS credits for which they are exempt.
(5) The courses taken and passed in the previous diploma programme by students who have previously studied at any higher education institution whose equivalence is recognised by the Council of Higher Education are exempted in accordance with the principles determined by the relevant committee and are recorded on the transcript.
(6) For students who have previously studied at any higher education institution whose equivalence is recognised by the Council of Higher Education, the weighted grade point average and academic standing are calculated over the exempted courses together with the courses taken at the University.
The "Foreign Language Placement Test" and the "Foreign Language Proficiency Exam" for students who enroll through transfer in undergraduate programs with a Compulsory Foreign Language Preparatory Class will be held between 27 July 2026 - 28 July 2026. For this reason, students enrolling in undergraduate programs taught 100% in English, 30% in English, 100% in Arabic or 30% in Arabic must be present at our University's Halkalı Campus on Monday, 27 July 2026 at 10:00.
- Students who have previously successfully completed the foreign language preparatory class of any university submit their exemption requests to the Foreign Languages Coordinatorship within the university registration period, together with a petition and a document showing that they successfully completed the foreign language preparatory class. (Exemption requests submitted at a later date, or requests for the cancellation of exemption/course adjustment procedures already carried out, are not accepted.)
- Students who obtain a score equivalent to level B2 in national or international exams that measure all four language skills and are recognized as equivalent by ÖSYM submit the originals of these documents to the Foreign Languages Coordinatorship within the registration period.

Regarding the transfer of students of Turkish citizenship from higher education institutions abroad;
1. Students who enrolled in higher education institutions abroad before the 2017-2018 academic year are required to submit their ÖSYS results or documents deemed equivalent when applying for a transfer, and candidates must have taken this examination in the year in which they began their studies abroad.
The minimum scores in the Student Selection and Placement Examinations administered by the Student Selection and Placement Center to be used in the evaluation of transfer applications to higher education programs in Türkiye by students who began their higher education abroad, together with the examinations accepted as equivalent to them and their scores, as well as the transfer quotas for students from abroad, are published each year in the ÖSYS Higher Education Programs and Quotas Guide under the heading Announcement from the Council of Higher Education. For this reason, in their transfer procedures students must meet the conditions set out in the announcement published in the ÖSYS Higher Education Programs and Quotas Guide of the year in which they enrolled in the higher education institution abroad. In order to apply for a transfer, candidates must have obtained at least the announced scores or higher.
2. For students who will enroll as of the 2017-2018 academic year,
a) The achievement ranking determined for the programs listed in the ÖSYS Guides of the relevant year (Law, Engineering, Architecture, Teaching, etc.) is required,
b) For programs for which an achievement ranking is not required, the central placement score obtained by the student in the score type valid for the diploma program to which they wish to transfer, as of the year in which they took the central examination, must be equal to or higher than the lowest base score of the equivalent diploma programs of other universities in Türkiye,c) Those who hold examination scores accepted as equivalent by the Council of Higher Education must also meet the conditions set out in items (a) and (b),
3. As of the 2017-2018 academic year, students who began their studies at universities ranked among the top 500 in the QS and Times world rankings and who have successfully completed at least the second year, excluding the preparatory class, may apply for transfer to the 3rd year (to the 3rd and 4th years for programs with a duration of 5 years, and to the 3rd, 4th and 5th years for programs with a duration of 6 years),
4. The above conditions are not required of students of Turkish citizenship who completed their secondary education abroad and began their higher education there, or of foreign national students.
2016 ÖSYS Higher Education Programs and Quotas Guide
Announcement from the Council of Higher Education of the Republic of Türkiye
Those who completed their secondary education in Türkiye and who wish to study at recognized higher education institutions abroad other than the recognized universities ranked among the top 1000 in the world university rankings compiled by the Academic Ranking of World Universities (ARWU), CWTS Leiden Ranking Academic Ranking, QS World University Rankings, Times Higher Education (THE) World University Ranking and University Ranking by Academic Performance (URAP) in the year they begin their education are required, as of the 2016-2017 academic year, to take the YGS and LYS administered by ÖSYM in the year they will begin their education; to rank within the top 40,000 in the field of medicine, the top 150,000 in law, the top 200,000 in architecture and the top 240,000 in engineering; to obtain at least the score achieved by the last student placed in the relevant programs in Türkiye in the other fields listed in the ÖSYS Guide; and, for those who will study in fields not listed in the ÖSYS Guide, to obtain at least 150 points in any score type for associate degree programs and at least 180 points in any score type for undergraduate programs; and, in order to be able to apply to programs requiring a special aptitude examination, to take the 2016 YGS and obtain at least 150 points in any of the 2016 YGS scores. For those who wish to study at recognized higher education institutions abroad outside the top 1000 and who do not hold YGS and LYS scores
SAT 1: At least 1000 points

equivalency applications will be evaluated on an individual basis if they enroll and graduate with one of the equivalent documents specified above.As of the 2016-2017 academic year, in addition to students beginning higher education abroad, students who apply for transfer to universities in Türkiye while studying abroad will also be subject to the decisions mentioned above. In the evaluation of the transfer applications to higher education institutions in Türkiye of students enrolled in higher education institutions abroad on the basis of special aptitude examination results, universities may administer a special aptitude examination. Students who will study at higher education institutions abroad must certify their student status, open a student file at the Ministry of National Education or at our representations abroad, and obtain a visa. Those who wish to study at higher education institutions abroad are advised to follow the current announcements published on the website of the Council of Higher Education regarding education abroad and the equivalency of diplomas obtained abroad.
Transfer Procedures of Students of Turkish Citizenship from Higher Education Institutions Abroad to Higher Education Institutions in Türkiye
The Council of Higher Education has decided the following regarding the transfer of students of Turkish citizenship from higher education institutions abroad to higher education institutions in Türkiye;
1. For students who will enroll as of the 2017-2018 academic year,
a) The achievement ranking determined for the programs listed in the ÖSYS Guides of the relevant year (Medicine, Law, Engineering, Architecture, Teaching, etc.) shall be required,
b) For programs for which an achievement ranking is not required, the central placement score obtained by the student in the score type valid for the diploma program to which they wish to transfer, as of the year in which they took the central examination, must be equal to or higher than the lowest base score of the equivalent diploma programs of other universities in Türkiye,
c) Those who hold examination scores accepted by the Council of Higher Education as equivalent to the YGS and LYS base scores must also meet the conditions set out in items (a) and (b),
2. As of the 2017-2018 academic year, students who began their studies at universities ranked among the top 500 in the QS and Times world rankings and who have successfully completed at least the second year, excluding the preparatory class, may apply for transfer to the 3rd year (to the 3rd and 4th years for programs with a duration of 5 years, and to the 3rd, 4th and 5th years for programs with a duration of 6 years), while in associate degree programs transfer applications may be made to the third semester (second year),
3. It has been decided that the above conditions shall not be required of students of Turkish citizenship who completed their secondary education abroad and began their higher education there, or of foreign national students.
TRANSFER PROCEDURES OF STUDENTS OF TURKISH CITIZENSHIP FROM HIGHER EDUCATION INSTITUTIONS ABROAD TO HIGHER EDUCATION INSTITUTIONS IN TÜRKİYE
Students of Turkish citizenship may transfer from higher education institutions abroad to higher education institutions in Türkiye provided that, in addition to the provisions of the "Regulation on the Principles Governing Transfer Between Associate and Undergraduate Degree Programs, Double Major, Minor and Inter-Institutional Credit Transfer in Higher Education Institutions", they meet the following conditions established by the Council of Higher Education:
1) Students who enrolled in higher education institutions abroad before the 2018-2019 academic year must meet the conditions set out in the ÖSYS Guides of the year in which they enrolled in the higher education institution abroad.
2) For students who will enroll in higher education institutions abroad in the 2018-2019 academic year, when their transfer applications in subsequent years are evaluated;
a) For programs such as Medicine, Law, Engineering, Architecture and Teaching, for which an achievement ranking requirement is stipulated in the Higher Education Institutions Examination (YKS) guides, they must have taken the 2018-YKS and must meet the achievement ranking required for the relevant program,
b) For programs for which an achievement ranking is not required, they must have taken the 2018-YKS and the central placement score they obtained in the score type valid for the diploma program to which they wish to transfer must be equal to or higher than the lowest base score of the equivalent diploma programs of other universities in Türkiye,
c) For transfer applications to special aptitude programs, they must meet the lowest central examination score announced for special aptitude programs in the 2018-YKS. When evaluating transfer applications for special aptitude programs, universities may administer a special aptitude examination.
3) Students who, in the 2018-2019 academic year, enroll in undergraduate programs of higher education institutions abroad by having their associate degree education received from higher education institutions in Türkiye counted, and who subsequently transfer to higher education institutions in Türkiye, must also meet the conditions set out in item 2.
4) In the 2018-2019 academic year, students who began their studies at universities ranked among the top 500 in the QS and Times Higher Education world rankings and who have successfully completed at least the second year, excluding the preparatory class, may apply for transfer to the 3rd year (to the 3rd and 4th years for programs with a duration of 5 years, and to the 3rd, 4th and 5th years for programs with a duration of 6 years), while in associate degree programs transfer applications may be made to the third semester (second year).
5) The above conditions are not required of students of Turkish citizenship who completed the whole of their secondary education abroad and began their higher education there, or of foreign national students.
6) Students of Turkish citizenship who will transfer from higher education institutions abroad to higher education institutions located in the TRNC must also meet the above conditions.
TRANSFER PROCEDURES OF STUDENTS OF TURKISH CITIZENSHIP FROM HIGHER EDUCATION INSTITUTIONS ABROAD TO HIGHER EDUCATION INSTITUTIONS IN TÜRKİYE
Students of Turkish citizenship may transfer from higher education institutions abroad to higher education institutions in Türkiye provided that, in addition to the provisions of the “Regulation on the Principles Governing Transfer Between Associate and Undergraduate Degree Programs, Double Major, Minor and Inter-Institutional Credit Transfer in Higher Education Institutions”, they meet the following conditions established by the Council of Higher Education:
1) Students who enrolled in higher education institutions abroad before the 2019-2020 academic year must meet the conditions set out in the ÖSYS/YKS Guides of the year in which they enrolled in the higher education institution abroad.
2) For students who will enroll in higher education institutions abroad in the 2019-2020 academic year, when their transfer applications in subsequent years are evaluated;
a) For programs such as Medicine, Law, Engineering, Architecture and Teaching, for which an achievement ranking requirement is stipulated in the Higher Education Institutions Examination (YKS) guides, they must have taken the 2019-YKS and must meet the achievement ranking required for the relevant program,
b) For programs for which an achievement ranking is not required, they must have taken the 2019-YKS and the central placement score they obtained in the score type valid for the diploma program to which they wish to transfer must be equal to or higher than the lowest base score of the equivalent diploma programs of other universities in Türkiye,
c) For transfer applications to special aptitude programs, they must meet the lowest central examination score announced for special aptitude programs in the 2019-YKS. When evaluating transfer applications for special aptitude programs, universities may administer a special aptitude examination.
3) Students who, in the 2019-2020 academic year, enroll in undergraduate programs of higher education institutions abroad by having their associate degree education received from higher education institutions in Türkiye counted, and who subsequently transfer to higher education institutions in Türkiye, must also meet the conditions set out in item 2.
4) In the 2019-2020 academic year, students who began their studies at universities ranked among the top 500 in the QS or Times Higher Education world rankings and who have successfully completed at least the second year, excluding the preparatory class, may apply for transfer to the 3rd year (to the 3rd and 4th years for programs with a duration of 5 years, and to the 3rd, 4th and 5th years for programs with a duration of 6 years), while in associate degree programs transfer applications may be made to the third semester (second year).
5) The above conditions are not required of students of Turkish citizenship who completed the whole of their secondary education abroad and began their higher education there, or of foreign national students.
6) Students of Turkish citizenship who will transfer from higher education institutions abroad to higher education institutions located in the TRNC must also meet the above conditions.

For students who will enroll in higher education institutions abroad in the 2021-2022 academic year,
1 - In order to transfer to a program in Türkiye for which an achievement ranking requirement applies;
a) In the year in which the student began higher education, the university at which they are enrolled must rank within the top four hundred bracket of the world rankings determined by the ranking organizations taken as a basis by the Council of Higher Education, and the student must meet the semester/year and achievement requirements of the Regulation referred to above,
b) If the student is enrolled at a university outside the top four hundred bracket;
(1) Those who completed their secondary education in Türkiye must in all cases have taken the central placement examination and, as of the year of enrollment, have met the achievement ranking requirement in the relevant score type of the program for which an achievement ranking is required,

3 - For those who enroll in higher education institutions abroad in the 2021-2022 academic year, the ranking organizations to be accepted for transfer under item 1/a of this announcement are Times Higher Education (THE), QS World University Rankings, Academic Ranking of World Universities (ARWU) and CWTS Leiden Ranking.
4 - The above conditions are not required of students of Turkish citizenship who completed the whole of their secondary education abroad and began their higher education there, or of foreign national students.

Undergraduate Degree Programs, Double Major, Minor and Inter-Institutional Credit Transfer in Higher Education Institutions”, they meet the following conditions established by the Council of Higher Education:
For students who will enroll in higher education institutions abroad in the 2023-2024 academic year,
1) In order to transfer to a program in Türkiye for which an achievement ranking requirement applies, the student must meet the provisions of Article 14/1-7 of the section on transfer from higher education institutions abroad to those in Türkiye of the Regulation on the Principles Governing Transfer Between Associate and Undergraduate Degree Programs, Double Major, Minor and Inter-Institutional Credit Transfer in Higher Education Institutions.
2) For associate degree, undergraduate and special aptitude programs for which an achievement ranking is not required; in the 2023-2024 academic year, students who began their studies at universities ranked among the top 500 worldwide in the general university rankings of the ranking organizations taken as a basis by the Council of Higher Education and who have successfully completed at least the second year, excluding the preparatory class, may apply for transfer to the 3rd year (to the 3rd and 4th years for programs not requiring an achievement ranking with a duration of 5 years), while in associate degree programs they may apply for transfer to the third semester (second year).

For students who will enroll in higher education institutions abroad in the 2024-2025 academic year,
1) In order to transfer to a program in Türkiye for which an achievement ranking requirement applies, the student must meet the provisions of Article 14/1-7 of the section on transfer from higher education institutions abroad to those in Türkiye of the Regulation on the Principles Governing Transfer Between Associate and Undergraduate Degree Programs, Double Major, Minor and Inter-Institutional Credit Transfer in Higher Education Institutions.
2) For associate degree, undergraduate and special aptitude programs for which an achievement ranking is not required; in the 2024-2025 academic year, students who began their studies at universities ranked among the top 400 worldwide in the general university rankings of the ranking organizations taken as a basis by the Council of Higher Education and who have successfully completed at least the second year, excluding the preparatory class, may apply for transfer to the 3rd year (to the 3rd and 4th years for programs not requiring an achievement ranking with a duration of 5 years), while in associate degree programs they may apply for transfer to the third semester (second year).
