The following measures, flexibilities and practices have been introduced in order to minimize the impact on KA107/KA171 projects of the earthquake disaster that occurred on 6 February 2023 and affected 11 provinces and 1 district of our country (the provinces of Adana, Adıyaman, Diyarbakır, Gaziantep, Hatay, Kahramanmaraş, Kilis, Malatya, Osmaniye, Şanlıurfa and Elazığ, and the Gürün district of Sivas):

1) Scope of the flexibilities and practices related to the earthquake disaster:

1.1 Students whose families, relatives or close relations reside, or who themselves reside, in the 11 provinces and 1 district listed above but who are enrolled at ECHE-holding higher education institutions in other provinces

1.2 Staff whose families, relatives or close relations reside in the 11 provinces and 1 district listed above but who themselves work at ECHE-holding higher education institutions in other provinces

1.3 Students enrolled at, and staff working at, ECHE-holding higher education institutions located in the 11 provinces and 1 district listed above

1.4 Students and staff selected to carry out their activity in our country within the scope of a KA107/KA171 project

1.5 These provisions will apply to the 2020, 2022 and 2023 KA107/KA171 project periods.

5) Status of students and staff covered by 1.1, 1.2 and 1.3 who have applied or will apply for mobility

5.1 Students whose first- and second-degree relatives reside, or who themselves reside, in the 11 provinces and 1 district listed above but who are enrolled at ECHE-holding higher education institutions in other provinces are given priority with +10 points in their applications for Erasmus+ student mobility.

5.2 Staff whose first- and second-degree relatives reside in the 11 provinces and 1 district listed above but who themselves work at ECHE-holding higher education institutions in other provinces are given priority in Erasmus staff mobility applications by being evaluated in the disadvantaged category.

5.3 Students enrolled at ECHE-holding higher education institutions in the 11 provinces and 1 district listed above whose first-degree relatives receive disaster victim assistance from AFAD are given additional grant support (disadvantage grant) if they are selected for Erasmus+ student mobility with a grant. If the University's mobility budget permits, additional grant support may also be given to students whose mobility is ongoing.

5.4 Students whose first-degree relatives reside, or who themselves reside, in the 11 provinces and 1 district listed above but who are enrolled at ECHE-holding higher education institutions in other provinces, and whose first-degree relatives receive disaster victim assistance from AFAD, are given additional grant support (disadvantage grant) if they are selected for Erasmus+ student mobility with a grant. If the University's mobility budget permits, additional grant support may also be given to students whose mobility is ongoing.

6) Flexibilities in mobility documents

6.1 For students and staff registered in the earthquake region or at other higher education institutions whose own residence or that of their first-degree relatives is in the earthquake region, application and payment procedures may be carried out on the basis of electronic documents, provided that the originals are submitted subsequently. In cases where documents cannot be submitted, procedures may be carried out on the basis of a declaration. In this case, a written undertaking must also be obtained from the participant stating that they accept and declare that, should it be determined that they have made a false declaration, they will forfeit the right they have obtained and the grant paid to them will be reclaimed.

* First-degree relatives: mother, father, children and spouse,

** Second-degree relatives: the spouse's mother and father, and the participant's or their spouse's grandfather, grandmother, grandchildren and siblings
