Chapter One


 
Purpose, Scope, Basis and Definitions
 
Purpose
Article 1 – (1) The purpose of this Regulation is to set out the procedures and principles concerning the objectives, fields of activity, governing bodies, the duties of the governing bodies and the working procedures of the Istanbul Sabahattin Zaim University Teaching and Learning Development Application and Research Center.
 
Scope
Article 2 – (1) This Regulation covers the provisions concerning the objectives, fields of activity, governing bodies, the duties of the governing bodies and the working procedures of the Istanbul Sabahattin Zaim University Teaching and Learning Development Application and Research Center.
 
Legal Basis
Article 3 – (1) This Regulation has been prepared on the basis of sub-paragraph (2) of paragraph (d) of the first paragraph of Article 7 and Article 14 of Higher Education Law no. 2547 dated 4/11/1981.
 
Definitions
Article 4 – (1) In this Regulation;
a) Center (İZÖMER): The Istanbul Sabahattin Zaim University Teaching and Learning Development Application and Research Center,
b) Director: The Director of the Center,
c) Project groups: The project groups of the Center,

ç) Rector: The Rector of Istanbul Sabahattin Zaim University,

d) Senate: The Senate of Istanbul Sabahattin Zaim University,
e) University: Istanbul Sabahattin Zaim University,

f) Executive Board: The Executive Board of the Center.
 


Part Two


Objectives and Fields of Activity of the Center

Objectives of the Center
Article 5 – (1) The objectives of the Center are as follows:
a) To contribute to the development of curricula and learning environments by gathering information and data on teaching activities within the framework of excellence in education and continuous improvement.
b) To support the conduct of academic research activities aimed at improving teaching processes.
c) To carry out high-quality research aimed at developing learning and teaching processes and environments; to publish the results and share them with the relevant units, thereby supporting the planning and implementation of the arrangements needed to perfect learning and teaching.
ç) To ensure that all of its activities are carried out in line with the University’s mission and vision and in accordance with institutional, professional and ethical principles.
d) To create and maintain the necessary infrastructure and an inspiring environment for students and staff.
e) To support staff educators in continuously developing themselves, advancing technology, and using their creativity, leadership, critical thinking and research skills.
f) To support active learning and teaching activities by University staff through the use of innovative educational technologies.
g) To assist staff in planning their teaching activities by organizing seminars on new approaches in education.
ğ) To run an orientation program for newly appointed faculty members and to conduct seminars and training aimed at developing their teaching skills.
h) To promote educational technologies inside and outside the classroom for faculties, staff and students in technology-related matters, in order to achieve better learning outcomes.

Fields of activity of the Center
Article 6 – (1) The fields of activity of the Center are as follows:
a) To develop teaching and course planning and to ensure that educational and innovation skills are taught in course assessments.
b) To follow new trends in higher education.
c) To carry out curriculum design, course design and redesign, and to organize educational workshops and seminars.
ç) To ensure the integration of advanced technologies into courses and to provide stakeholders with educational technology resources. d) To organize workshops, seminars and courses in line with the objectives of the Center.
e) To contribute to the conduct of student education center activities.
f) To contribute to stakeholders’ tutoring and speaking skills.
g) To ensure the provision of one-to-one academic advising services.
ğ) To contribute to the course assessment and grading system.
h) To improve communication with students and faculty members.
ı) To carry out work on ethical matters related to the objectives of the Center within the framework of the relevant legislation; to cooperate with individuals and institutions on subjects related to the Center’s field of work.
j) To publish original and translated works on subjects related to the Center’s fields of activity.
k) To award certificates of participation and similar documents to participants at the end of conferences, seminars, courses and other training programs.
l) To organize trainer training for faculty members and staff newly appointed at the University.
m) To carry out activities aimed at developing students’ research skills.
n) To conduct regular studies in order to determine the expectations, needs and satisfaction levels of the stakeholders of the teaching process, such as faculty members, students and others.
o) To contribute to the design of practices aimed at improving teaching processes in line with research findings.
ö) To turn research reports into scientific publications and to share them at scientific meetings.
p) To evaluate all services provided within the framework of the objectives and fields of activity of the Center.

 


Part Three
 


Governing Bodies of the Center and Their Duties

Governing bodies of the Center
Article 7 – (1) The governing bodies of the Center are as follows:
a) The Director.
b) The Executive Board.

Director
Article 8 – (1) The Director is appointed by the Rector from among the University's academic staff for a term of three years. A Director whose term of office has expired may be reappointed. The Director represents the Center and is responsible to the Rector for the management and all activities of the Center.
(2) In order to assist the Director in their work, the Director submits to the Rector’s approval the names of two faculty members with teaching and research experience in the Center’s fields of activity to be appointed as deputy directors. When the Director is absent, one of the deputy directors acts on the Director’s behalf. The deputy directors carry out the duties assigned to them by the Director. If the Director is absent from duty for more than six months, their appointment automatically terminates and a new Director is appointed. When the Director’s term of office ends, the terms of the deputy directors also end. Duties of the Director

Article 9 – (1) The duties of the Director are as follows:
a) To represent the Center and to chair the Executive Board.
b) To plan and carry out activities aimed at achieving the objectives of the Center.
c) To set the agenda of the Executive Board and to implement the decisions taken.
ç) To ensure coordination and supervision among the units within the Center.
d) To establish communication and conduct joint work with national and international organizations.
e) To prepare and submit to the Rector the agreements for the short- and long-term programs to be organized by the Center with the individuals, companies, institutions and organizations with which cooperation has been approved by the Executive Board.
f) To prepare the annual activity report of the Center and its affiliated units and submit it to the Rector.

The Executive Board and its duties
Article 10 – (1) The Executive Board consists of five members appointed by the Rector from among the University's full-time academic staff, including the Director and deputy directors, upon the proposal of the Director and with the approval of the Rector. The term of office of Executive Board members is three years. A member whose term has expired may be reappointed. New members are appointed to complete the remaining term in place of members who leave before the end of their term of office or who are assigned outside the University for more than six months.
(2) The Executive Board convenes in ordinary session at least twice a year at the invitation of the Director. The Director may convene the Executive Board in extraordinary session when necessary. One of the deputy directors serves as rapporteur at the meetings.
(3) The Executive Board convenes with an absolute majority and decisions are taken by a majority of votes.
(4) The duties of the Executive Board are as follows:
a) To prepare and carry out the work program of the Center, to develop it in line with needs, and to implement the programs approved by the Rectorate.
b) To form project and research groups within the Center where necessary and to evaluate their work.
c) To determine and submit to the Director the principles for cooperation with University units and with national and international individuals, institutions and organizations to be involved in courses, internships, certificate and similar programs and in matters related to the Center’s fields of activity.
ç) Determining the Center's personnel needs.

Miscellaneous and Final Provisions

Project groups and their duties
Article 11 – (1) Project groups may be established by decision of the Executive Board in order to carry out the work of the Center. The establishment of project groups, their working procedures and principles, and the provision of coordination and cooperation among project groups are determined by the Executive Board. The project group submits reports on the project to the Executive Board at intervals determined by the Director depending on the duration of the project. On the basis of these reports, projects may be terminated with justification, continued, or merged with another ongoing project.
(2) Any problem arising in connection with the project is resolved by the project manager. Problems that cannot be resolved by the project manager are resolved by the Director.

Staffing requirements
Article 12 – (1) The Center's academic, technical and administrative staffing requirements are met by personnel appointed by the Rector upon the proposal of the Director in accordance with Article 13 of Law no. 2547.

Spending authority
Article 13 – (1) The spending authority of the Center is the Rector. The Rector may delegate this authority to the Director.

Matters not covered
Article 14 – (1) In matters not covered by this Regulation, the provisions of other relevant legislation and Senate decisions shall apply.

Entry into Force
Article 15 – (1) This Regulation enters into force on the date of its publication.

Execution
Article 16 – (1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
