As an authorised training institution, to deliver the Foundation Training in Composition Commissionership in accordance with the Principles and Procedures for Foundation Training in Composition Commissionership issued by the Department of Expert Witnessing on 26/06/2019.
 Qualifications of a Composition Commissioner:
 

Pursuant to the Regulation on Composition Commissionership and the Creditors' Committee:

ARTICLE 4 – (1) A commissioner must meet the following requirements:

a) Be a Turkish citizen.

b) Have full legal capacity.

c) Be a graduate of a faculty providing at least four years of undergraduate education, or of a domestic or foreign institution of higher education recognised as equivalent by the Council of Higher Education, and have no less than five years of professional experience.

ç) Not have been declared bankrupt.

d) Not have been removed from the office of commissioner within the last three years for failing to comply with the duty of care required by the position.

e) Not have been dismissed from the profession or from public service on disciplinary grounds, and not be barred from practising a craft or professional activity.

f) Not be barred from public service.

g) Have no provision in the legislation governing the profession they actually practise that prevents them from serving as a commissioner.

ğ) Even if the periods specified in Article 53 of the Turkish Penal Code No. 5237 dated 26/9/2004 have elapsed, not have been convicted of an intentional offence carrying a prison sentence of more than one year, or — even if pardoned — of offences against the security of the state, offences against the constitutional order and the functioning of that order, embezzlement, extortion, bribery, theft, fraud, forgery, breach of trust, fraudulent bankruptcy, rigging a tender, rigging the performance of an obligation, laundering of assets derived from crime, smuggling, giving false expert witness testimony or false translation, false testimony or perjury.

h) Have no affiliation or connection with terrorist organisations.

ı) Without prejudice to the provisions of Article 13 of this Regulation, have completed the commissionership training.

Statement issued by the Department of Expert Witnessing of the Ministry of Justice of the Republic of Türkiye regarding the requirement of 5 years' professional experience:

With regard to composition commissionership, in addition to being a graduate of a faculty providing at least four years of undergraduate education or of a domestic or foreign institution of higher education recognised as equivalent by the Council of Higher Education, in professions requiring a traineeship the date on which the traineeship is completed and the professional licence obtained is taken as the start date of professional seniority. Furthermore, in addition to meeting the 5-year professional experience requirement laid down by law for composition commissionership, a social security record or employment certificates obtained from an institution or organisation are not sufficient on their own as proof; actual work and professional experience in the field of expertise applied for must also be substantiated by any and all other supporting means.

3. On the screen that opens, you can select the training you want under APPLICATION FORMS in the left panel and create your REGISTRATION.

At the end of the programme, participants are entitled to receive a certificate approved by the Continuing Education Centre of Istanbul Sabahattin Zaim University.

Training institutions draw up a chart showing candidates' class attendance, and candidates who fail to attend 1/12 of the classes without an acceptable and justified excuse are dismissed from the training programme. • Once the groups have been approved by the Department of Expert Witnesses, no FEE refund is possible.
• IZUSEM reserves the right to make any changes it deems necessary during the announcement and implementation stages of its programmes.
• As the quota for the programme in question is limited, no refund will be made to participants who have been granted final registration by IZUSEM and have paid the programme fee, regardless of whether they attend the programme, except for those who submit a written application to IZUSEM stating that they will be unable to attend at least 2 weeks before the programme's start date (and before the programme has been approved by the relevant department).
• Weekday and weekend training groups will be determined according to the number of participants during the final registration period.
